I am a free-lance journalist currently doing research on Kosova's war and
post-war postal history. I am urgently searching for any covers (or
postcards etc.) mailed from and to Kosova in this period, also from refugee
camps in Macedonia and Albania. Of course, I would pay for those covers.
Furthermore, I would appreciate to receive any information on how letters
are mailed today in Kosova. Is the Prishtina post office operating yet? And
does Post and Telecommunation Kosova (TK) plan to issue postage stamps?

HLC ATTORNEY ARRESTED ON HIGHWAY AFTER VISITING DETAINED CLIENTS
December 4, 1999.
Humanitarian Law Center demands information from serbian ministry of
interior on arrest of its representative

Attorney Teki Bokshi, a representative of the Kosovo branch of the
Humanitarian Law Center, was arrested in Serbia, on the highway between
Sremska Mitrovica and Belgrade on 3 December 1999 at 1400 hours.  Mr.
Bokshi was arrested in the presence of two colleagues, Mr. Mustafa
Radoniqi and Mr. Ibish Hoti.   All three Kosovo Albanian attorneys were
returning to Belgrade after visiting clients detained in the Sremska
Mitrovica Detention Center.

The three attorneys were travelling on the highway to Belgrade in the
HLC?s vehicle when they stopped in response to a sign from an official
vehicle, a grey Mercedes with official license plates of the Ministry of
Interior.  Three police in civilian clothing emerged from the vehicle
and immediately took the keys of the HLC vehicle from its driver, Mr.
Radoniqi.  Police demanded the identity documents of Mr. Hoti and
returned them to him.  Police demanded and retained the identity
documents of Mr. Radoniqi.  Police also demanded and retained the
attorneys? mobile telephone, which happened to ring at the time of the
arrest.

When police demanded his documents, Mr. Bokshi showed the police his
attorney?s credentials  and explained that he had left his identity
documents at the Belgrade hotel where he is registered.  Police examined
Mr. Bokshi's credentials and ordered him to accompany them to the hotel
in order to pick up his identity documents.  Police ordered the other
attorneys to wait in the vehicle, the keys to which remained and remain
in possession of the police.

Mr. Radoniqi and Mr. Hoti remained on the highway until 1700 hrs.  On
learning of the arrest, the HLC?s executive director appealed to the
Ministry of the Interior in Belgrade for an explanation of the reasons
for the arrest of Mr. Bokshi.  At this writing, the HLC is awaiting the
Ministry?s response.

pajtohem plotesisht me mendimin e Faton Qirezit.  Kriminalitetin duhet
zhdukur tani sa eshte akoma ne fazen e lindjes (ndoshta eshte ne
adoleshence deri tani :( )  Lexova se ne Prishtine nuk po guxojne me dale
te rinjet (sidomos femrat) neper rruge, sepse frigohen se do t'i kidnapjne

mendoj se cdo ofensive kunder krimet eshte pozitive, por druaj nga menyrat
e ketilla te luftes kunder krimit. Kapja e njerezve dhe ekzekutimi i tyre
nga organizata nentokesore nuk me duket menyre per te luftuar
kriminalitetin. Cdo person qe dyshohet per krim, ne fund te fundit, mund te
shpallet kriminel vetem nga gjyqi, ne baze te ligjit. Cdo menyre tjeter
eshte arbitrare, andaj edhe ajo vetvetiu mund te jete krim.

        Ngjarjet e fundit ne Kosove per qdo dit e me teper vertetojne fjalet 
e pleqeve tane ne kosove se "gjithmone sherrin kemi me jap pa shqiperis".

    Keta kriminela jan hiq ma pak armiq se milloshevici, dhe lirisht mund ti

Besniku ne nje leter me heret shkruan se nuk eshte ide e mire qe keto
grupe t'i nxene "hajdutet" dhe t'i ekzekutojne pa gjyqe...   Njemend
ekziston mundesia dhe rreziku qe dikush t'a akuzoje dikend (nese ia ka
inatin) se eshte hajdut dhe se e ka pa me maske, mirepo pasi qe organet e
KFOR-it jane te zene (e poashtu nuk e dine mentalitetin dhe lokalitetin aq
mire), nuk mbetet gje tjeter pos organizimit vullnetar te popullsise
lokale per t'i mbrojtur shtepite e tyre...

Poashtu duket se do te kalon nje kohe e gjate derisa te formohen gjyqet,
prandaj gezohem kur lexoj se TMK-ja perpiqet te beje diq ne kete
drejtim.  Gjeja tjeter qe me brengos eshte se kam lexuar se pasi qe keta
"kriminele" dorezohen tek KFOR-i, ata lirohen pas 2-3 diteve pasi qe nuk
ka gjykime dhe sa e di une burgjet nuk funksionojne.  Mendoj se kjo eshte
gjeja me e keqe pasi qe "kriminelet" e dine se pas 2-3 diteve do te jene
te lire perseri dhe do te mund ta vazhdojne avazin e tyre...

Mendoj se pasi te nxihen duhet me u thane se do te dergohen ne burg ne
Pozharevs apo Nish...

une e pata fjalen per grupet nentokesore, sic eshte ajo qe u paraqit me
emrin "Shqiponjat Kombetare"; TMK-ja eshte organizate legjitime, mirepo e
cila nuk eshte e autorizuar me mbajtjen e rendit, dhe me sa di une, ata
deri me sot nuk ka ekzekutuar ndonje person te dyshuar per krime por te
gjithe ata qe i kane kape ia kane dorezuar KFOR-it. Une nuk jam kunder asaj
qe TMK-ja te angazhohet per mbajtjen e rendit, perkundrazi, mbase UNMIK-ut
kishte me ba mire sikur ta kerkonte ndihmen e TMK-se per mbajtjen e rendit
dhe t'i jepte asaj autorizimet e nevojshme ligjore per kete pune. Nuk di
pse UNMIK-u ka kaq shume mosbesim te TMK-ja, nderkohe qe UNMIK-u nuk eshte
ne gjendje qe te sjell ne Kosove as 2000 police.

Mos ka dikush me shume informata kush jane keto "Shqiponjat
Kombetare"? Mos jane ndonje grup elit i TMK-se...  UNMIK-u po gabom
njemend se nuk po e perdore TMK-ne, ndoshta e ndryshojne mendimin se
shpejti... 

Btw, sot e pashe Kofi Annan-in ne Central Park, i kishte nja dy
"shoke" duke hecur mas tije...  Deshta me i fole, po thash mos po bona
nervoz me te pasi qe jam i irritum pak me UNMIK-un dhe pozicionin e tyre
ndaj telekomunikimeve ne Kosove...

I think the best route by bus would be to go through Macedonia.  But
starting Dec. 15, the airport in Prishtina will open as well, I think
Austrian Airlines, Adria and Swissair fly directly to Prishtina now...

Engjell, eshte e vertete se shume kriminele kane ardhur nga Shqiperia ne
kohen e fundit, por duhet te kemi kujdes qe te mos gjeneralizojme te
gjithe Shqiptaret e Shqiperise...  Siq e dergoi Dardani nje lajm me heret,
plot te kapur nga TMK-ja ishin njerez lokal, dmth kriminele lokal...

Kriminaliteti eshte rrite per shume arsye...  Mosekzistimi i policise
lokale (qe e dine lokalitetin), mosekzisitimi i gjyqeve dhe burgjeve, e
poashtu edhe influksi i madh i fashatareve ne qytete, sidomos ne
Prishtine.  Keshtu qe tani banoret neper lagje nuk i njohin shumicen e
njerezve qe kane hyre neper banesa, keshtu qe eshte veshtire per ta te
dine se kush banon ne ndertese e kush eshte "mysafir"...

Shpresoj se se shpejti TMK-ja do te behet me vigjilente ndaj krimineleve
;-)

refuzoi t? n?nshkruaj? kontrat?n e negociuar nga UNMIK-u me Alcatelin.
UNMIK-u me k?t? jep nj? mesazh t? qart?: ne do t? vendosim p?r gjith?ka,
qofshin ato edhe ??shtjet m? jetike (dhe pa asnj? dyshim telekomunikimi

    edhe une sot bisedova me Prishtine, ethet e friges e kane kapluar tere 
qytetin. Prinderit nuk guxojne ti hjekin syte nga femijet e vet, i percjellin 
ne shkolle dha nga shkolla, mbas ores 5 te paket jane ata te cilen dalin nga 
shtepite e veta, qe ka krijuar  ngujimimin e qytetareve. Perpos problemeve 
logjistike te  rrymes, ujit, lidhjeve telefonike(te cilat jane te kuptueshme) 
problemi i krimit dhe aura te cilen e ka krijuar ky problem eshte duke e e 
gjymtuar Prishtinen dhe jeten normale e te qytetruar. 
Me ne fund ky realitet i krijuar transmetohet ne te gjitha pjeset e botes nga 
gazetaret qe gjinden ne kryqytet duke krijuar nje imazh te hidhur per Kosoven 
posacliruar. Organet e UNMIK-ut  jane impotente te krijojne nje klime normale 
dhe bashkpunimi me organet lokale te QPK-se duket se jane joegzistente apo ne 
mardhenie jo te mira. Policia e UNMIK-ut (ne  nje numer joadekuat) dhe 
shumica nga "bota e trete" nuk kane ide per mentalitetin dhe nevojat e 
vendasve dhe si te krijojne sigurine  e qytetareve derisa policia lokale ende 
eshte ne embrion. 
Te gjitha keto krijojne kushtet utopike per krimin dhe dhunen qe eshte duke 
lulezuar.
    QUO VADIS PRISHTINA, QUO VADIS KOSOVA?!

        Shkrimet e meparme te Etritit, Arbenit, Besnikut, Dardanit,  e te 
tjereve per UMNIK-ut ishin te qelluara dhe te arsyeshme, dhe pajtohem me ta. 
        Por ende me brengos puna  se po TMK-ja ti merr punet ne dore, d.m th. 
ta mbizoteronte UMNIK-un, atehere mos po deshprohemi edhe ma teper ne 
mosaftesin tone qe te kontrollojm kete problem me kidnapime e plackitje!!!!!. 
 Them kete ne baze te historis jo te vjeter disa-vjeqare te partive 
shqipetare,  edhe ne baze te informatave te reja qe burojn qdo dit per 
operimin e UCK-s prej formimit e deri me vone, ku kjart shihet se shum pak 
kishte gjuhe te perbashket mes tyre-shqipetareve.           Kam shprese ne 
TMK-n, ku besoj se se bashku me KFOR-in do ti eliminojn keto akte barbare, 
dhe se nuk do ta len kosoven te mirret si reference per te kqija.

Board established to oversee management of power sector:

A Supervisory Board has been established to oversee the management of
the power sector in Kosovo and to facilitate coordination among UNMIK,
international donors, managers of KEK (Kosovo power company) and Mott
MacDonald, the company overseeing utilities distribution. The Deputy
Special Representative will chair the Supervisory Board for
Reconstruction, Recovery and Development, Mr. Joly Dixon, according to a
statement issued by UNMIK on Saturday. The Board will have up to six
members including representatives of the Civil Administration of UNMIK,
the Reconstruction Pillar of UNMIK and the EC Task Force for Kosovo
(TAFKO), as well as local experts of the KEK management and the Mott
MacDonald team will participate in meeting of the Supervisory Board as
appropriate.

Engjell,
It is great that you  "believe", but to believe that KFOR together with TMK 
will do anything in surpressing crime in Kosova, is not realistic.  KFOR is 
not there for policing purposes, but are there to protect Kosova from the 
Serbian threat, as far as TMK, it is unfortunate that UNMIK is there, 
therefore, leaving TMK with hands behind their backs and limiting their 
ability to do anything.  Hopefully, the creatio of the vigilante groups, 
will send a strong message to the perpetrators that taking advantage of the 
situation for personal benefit will in no case be allowed.  Ramis Ahmetaj

Although so far nearly 300 prisoners have been released, 1,700 more continue
to languish in Serb jails at the start of a long and uncertain winter. The
sentencing of Dr. Flora Brovina to twelve years for "supporting terrorist
activities" was greatly discouraging to all those who are working to obtain
the release of the prisoners. In addition, the abduction of the Albanian
human rights lawyer at the Humanitarian Law Center in Belgrade, Teki Bokshi,
by "rogue" police was of grave concern, indicating a tolerance of
lawlessness and lack of security within Serbia.

In Prishtina, a large human rights conference held by the OSCE brought some
discussion of the prisoner issue, but once again, little promise of concrete
action by international organizations such as the U.N., OSCE, and European
Union.  Only the United States government issued a condemnation of the
Brovina trial and sentencing.

Until international pressure is wide-spread and all international
organizations take responsibility for the fate of these prisoners will there
be any marked progress.

A new distribution list has been formed to keep those interested, updated on
the developments relating to the Kosovar Political Prisoners.  Our goal for
this newsletter is to create and maintain a core group of informed advocates
on the issue of the Albanian prisoners in Serbia.

contribution of information, strategies, and/or opinions.

Nuk jemi ne duke bere kompromitimin e "miqeve tane".  Nuk kemi nevoje te 
bejme ate, se me rezultatet e tyre, UNMIK-u, komprometon veten.  Nuk kam 
mundesi te citoj gazeten qe lexova (nuk ishte Shqipater), por ai artikull 
citon vet punetoret e UNMIK-ut ne Kosove, duke u shprehur ne menyren me 
agresive ne lidhje me operaticonin e tyre ne Kosove.  Vet artikulli ishte i 
emruar ne bazat e "Unmik-The laughing stick of Kosova".  A ka nevoje per 
kompromitim tjeter?

Sa i perket TMK-se, une kam plot vetebesim ne ta, dhe ende jam i mendimit, 
se ata po veprojme me duart te lidhura mbas shpine, sepse UNMIK-u ne vend qe 
te veproje konkretisht ne rindertimin e Kosoves dhe instituteve te saj, ajo 
ka politizuar ate proces ne permasa ekstreme.

Une nuk kam ndermend te kompromentojne mikun tane, SHBA, por sa i perket te 
tjereve (Evropianeve), ata kane treguar prezentuar aftesite e tyre gjate

Une nuk besoj se ne asnje menyre kam implikuar se Kushneri-t nuk i intereson 
se cka behet ne Kosove.  Une personalisht nuk i kam rujte delet me 
Kushnerin, d.m.th. une nuk e di se a eshte burre i mire a jo.  Po cka mundi 
me thene, sipas mendimit tim, eshte se Kushneri deri tani nuk eshte treguar 
administrator i afte per Kosoven.  Kritika me e madhe qe kam per Kushnerin 
eshte se ai ne vend se te interesohet me teper per rindertimin dhe 
zhvillimin e Kosoves, eshte teper i preokupuar me aspektin politik te 
rezolutes 1244 (me duket ashtu e klasifikojne), qe eshte shume indefenitiv.

15 abuctions in 2 weeks.?!....now that's a record , there are probably less 
abductions in Grozny now then under 50.000 futuristic high tech soldiers and

PRISTINA, Dec 16 (Reuters) - British troops said on Thursday that they
had stepped up patrols in the streets of Pristina to allay fears that
teenagers are being abducted into prostitution.
     ``There is a fear that teenagers -- both boys and girls-- are being
abducted off the streets,'' said Major Simon Plummer, of Britain's Royal
Greenjackets regiment.
     ``What we are trying to do is quell this fear by increasing patrols
on the streets,'' he told Reuters during a lightning visit to Pristina
by British Defence Minister Minister Geoff Hoon.
     Plummer said there were reports of up to 15 abductions in the last
two weeks.
     He said one of the biggest headaches was working in a legal vacuum
in Kosovo, six months after the end of the NATO campaign.
     ``The difficulty is that there is no formal judicial system. People
picked up with weapons end up being released within 24 hours,'' he said.
     ``They would have more confidence in us here if we could take these
people off the streets.''
     Corporal Mark Moss, who has been leading one of 16 four-man teams
that have been patrolling the streets of this ravaged town, said the
problem was proving difficult to stop.
     ``There are alleged reports of an Albanian mafia coming across the
border and abducting them (teenagers) into prostitution in Germany and
Italy,'' he said.
     ``It's a definite problem. You will not see a single girl alone on
the streets, they only go out in packs. Relatives take them to school.
Guys you talk to say their girlfriends are staying in and won't come
out.''
     The troops stressed they were trying to build up confidence and
restore normality to a town that was ravaged before Serb troops withdrew
at the end of the conflict six months ago.
     ``This is certainly the biggest problem we have been dealing with
in the past couple of weeks,'' Moss said. ``We have got to stop it.''
     International bodies have rebuffed criticism that in the six months
since they took control of Kosovo they have failed to stamp out
lawlessness that has led to more than 400 murders.
     The violence includes both revenge attacks on Serbs for the past
repression of Albanians -- forcing many Serbs to flee the province --
and simple crime, often with Albanians as the victims.
     Bernard Kouchner, head of Kosovo's United Nations-led
administration, has pledged to appoint 400 extra judges and prosecutors
to kickstart a barely functioning justice system.
     General Klaus Reinhardt, the German commander of the 50,000
NATO-led peacekeeping troops, said they would mount more joint patrols
with Kosovo's international police force.

Let see who'll be out and than discuss on TMK, KFOR or UNMIK or even the 
politicians or they are to busy with politics and have no time to join youth 
efforts in condeming the crimes happening, now after Serbs left.

Engjell,
It is great that you  "believe", but to believe that KFOR together with TMK 
will do anything in surpressing crime in Kosova, is not realistic.  KFOR is 
not there for policing purposes, but are there to protect Kosova from the 
Serbian threat, as far as TMK, it is unfortunate that UNMIK is there, 
therefore, leaving TMK with hands behind their backs and limiting their 
ability to do anything.  Hopefully, the creatio of the vigilante groups, 
will send a strong message to the perpetrators that taking advantage of the 
situation for personal benefit will in no case be allowed.  Ramis Ahmetaj

went back ithey have to stand in line for three hours to make a phone call i 
think they want to come back also there is a fuel oil shortage i dont think

Hi Jim.

As an American who's been coming to Kosovo for years, I'm more than happy to 
deal with the electricity and water going out sometimes, and problems with 
phone calls. These are things that are being fixed. Nothing's fast, and 
nothing's easy. But, people's lives and families can't be fixed.

With everything that's happened in the last 10 years (and especially the 
last 2), I think we can all deal with a little inconvienience for the sake 
of the benefits.

No, it won't ever be the same. At least I hope not. At least now people have 
a change to try and build normal lives.

Dear Jennifer,

It was such e great delight and satisfaction to read your remarks in regard 
to the current situation in Kosova. Your email made me feel like someone 
finally had hit the nail just at the head.

I totally agree with you that nothing is fast and nothing is easy. It' s 
only us, the Albanians, who seem to have lost patience and confidence after 
so many decades under repression and less progress than the rest of the 
world. However I strongly believe that Kosova is on the right path, and 
together with its friends from all over the world, we will overcome the 
temptation of challenge called a better future.

Your words should remind those who doubt any good things for Kosova that 
building a future is not a short- term commitment and an easy task. Good 
things come for those who can wait. Kosova is liberated, and more 
importantly under protection of its friends- Americans, Germans, English... 
This makes me a rational optimist and a fierce opponent of those who are 
trying and will try to describe the situation in Kosova as hopeless and 
futureless. Let us not forget that just a few months ago, an entire society 
was going through a terrible annihilation process with no other comparison 
in the mankind history.

So, once again, thank you for your conclusions and descriptions. They 
obviously show how premises and consequences are interrelated with the human 
will to change things and adapt those to a belief that battles of life can 
be won only if people do have the strength to stand firm and straight on 
their foot, always counting with help from friends and good intended people.

Arrest in Slaying of Serb Professor

 PRISTINA, Yugoslavia (AP) - U.N. police have arrested an ethnic Albanian
man suspected of involvement in the slaying of
 a Serbian professor and the beating of the academic's wife and her
mother, the U.N. mission said Monday.

 An ethnic Albanian mob celebrating a nationalist holiday last month had
pulled 63-year-old Dragan Basic, his 51-year-old
 wife and her 76-year-old mother from a car, flipped it over and set it on
fire. Basic was shot and killed, the two women
 severely beaten.

 Police had expressed frustration early in the investigation, in part
because of the reluctance of the hundreds of witnesses to
 point out those responsible. People in Kosovo have long distrusted
authorities, a legacy of a decade of oppression under
 Yugoslav President Slobodan Milosevic.

 ``This is the first time that witnesses to a serious crime have come
forward to volunteer information to the U.N. police in
 Kosovo,'' U.N. spokesman Fred Eckhard said.

 U.N. officials said a 27-year-old man was arrested Dec. 22, but it was
not revealed until Monday.
