NAAC Calls on the Government of Macedonia to Cease its Military Operations,
Move Quickly on Fully Implementing the Ohrid Peace Agreement

Washington, DC, September 11, 2003: The National Albanian American Council
(NAAC) issued the following statement regarding the recent situation in
Macedonia which calls for the renewed need for the complete and quick
implementation of the United States-brokered Ohrid Peace Agreement that
ended the 2001 military conflict in the Balkan state.  

In the face of increasing tensions and the growing signs of renewed military
conflict in Macedonia, the National Albanian American Council (NAAC) calls
on the Macedonian Government to cease its military operations in northern
Macedonia and to expedite the implementation of all components of the Ohrid
Agreement of August 2001.
NAAC condemns any act of extremism by either side and views the recent
renewal of armed exchanges between the Macedonian Security Forces and a
group of armed Albanians as a threat to the stability of southeastern
Europe.  We urge the Macedonian Government to cease its military operations
in northern Macedonia, especially the town of Breza, where a growing number
of ethnic Albanian civilians are being displaced by the fighting.  While we
understand the need of a democratic state to address situations of breach of
public order, NAAC is concerned that the Macedonian Government's response to
the incident with overwhelming military force and, in cases, accompanied by
helicopters has forced countless innocent ethnic Albanian civilians to flee
their homes.  Further escalation of the conflict would seriously threaten
the future of the Peace Accord, which is seen by the significant ethnic
Albanian minority as the last hope to a democratic, peaceful and
multi-ethnic Macedonia.   

The recent development in Macedonia should serve as a "wake-up" call for the
Macedonian government which should act quickly to address the remaining core
elements of the Ohrid Agreement.  NAAC is concerned that the slow pace at
which the Peace Accord is being implemented is contributing to the recent
instability and could threaten the country's fragile peace.  The Ohrid
Agreement was brokered with the help of the United States and was
instrumental in ending seven months of armed conflict between the National
Liberation Army (NLA) comprised of Albanians seeking greater civil rights
for the Albanians of Macedonia and Macedonian Security forces.   However,
after more than two years since the Ohrid Agreement several crucial
provisions from the Agreement have yet to be implemented, inter alia the
integration of the Albanian population into governmental institutions and
the decentralization of power.  
NAAC supports the common stance adopted recently by the three main Albanian
political parties in Macedonia - the Democratic Union for Integration (DUI),
the Albanian Democratic Party (ADP) and the Party for Democratic Prosperity
(PPD) - regarding the draft legislation on decentralization that was
presented a few days ago in the Parliament of Macedonia. We echo the
concerns of the DUI, ADP and PPD that the recently introduced draft will
place governance of urban municipalities under the control of the ethnic
Macedonian majority, while leaving only a few rural communes in the hands of
the ethnic Albanian local majorities.  This would mean that even those
cities with an overwhelming ethnic Albanian population would be controlled
by ethnic Macedonian parties.  This unwarranted manipulation of the
electoral system runs counter to the spirit of the Ohrid Peace Agreement and
the basic principles of multi-ethnic democracy.
NAAC calls on the Macedonian Government to work in good faith with the
Albanian political factor in Macedonia to defuse the recent violence and to
demonstrate through actions its willingness to fully implement the Ohrid
Accord.  It is only when Macedonia's ethnic Albanians and other minorities
are no longer treated as second class citizens that the country will find
lasting peace and stability.  Any other approach could threaten not only
Macedonia's future as a democratic, multi-ethnic state integrated into the
Euro-Atlantic structures, but also the delicate stability of southeastern
Europe.

KKSHA-ja i bën thirrje Qeverisë së Maqedonisë të ndalojë operacionet
ushtarake dhe të zbatojë sa më parë e plotësisht Marrëveshjen e Ohrit

Washington DC, 11 shtator 2003: Këshilli Kombëtar Shqiptaro Amerikan (KKSHA)
lëshoi këtë deklaratë për shtyp në lidhje me situatën aktuale në Maqedoni që
rishtazi nxjerr ne pah nevojën për zbatimin e plotë e të menjëhershëm të
Marrëveshjes së Ohrit e cila i dha fund konfliktit të armatosor të vitit
2001 në këtë vend ballkanik.

Në saje të tensioneve në rritje dhe të shenjave gjithnjë e më të dukshme për
ripërtëritjen e konfliktit të armatosur në Maqedoni, Këshilli Kombëtar
Shqiptaro Amerikan (KKSHA) i bën thirrje Qeverisë Maqedone që t'i japë fund
operacioneve ushtarake në veri të vendit dhe të përshpejtojë zbatimin e të
gjithë komponentëve të Marrëveshjes së Ohrit të nënshkruar në gusht të vitit
2001.

KKSHA-ja dënon aktet ekstremiste të të gjitha palëve dhe e shesh këtë
konflikt të armatosur ndërmjet Forcave Maqedone të Sigurisë dhe luftëtarëve
shqiptarë, si kërcënim ndaj stabilitetit të Evropës juglindore.  Ne e nxisim
qeverinë maqedonase të ndalojë operacionet e saj ushtarake në veri të
vendit, ku një numër i madh civilësh shqiptarë janë zhvendosur nga luftimet.
KKSHA-ja është tepër e shqetësuar nga përgjigja e Qeverisë Maqedone ndaj
ngjarjeve të fundit.  Reagimi i forcave ushtarake në këtë operacion, gjatë
të cilit janë përdorur edhe helikopterë, ka detyruar një sërë civilësh të
pafajshëm shqiptarë të braktisin shtëpitë e tyre.  Shkallëzimi i mëtejshëm i
konfliktit do të cënonte seriozisht të ardhmen e Marrëveshjes së Paqes, e
cila nga popullata shqiptare në Maqedoni shihet si shpresa e fundit për një
Maqedoni demokratike, paqësore dhe multi-etnike.

Ngjarjet e kohëve të fundit në Maqedoni duhet të shërbejnë si një alarm për
Qeverinë Maqedone, e cila menjëherë duhet të nisë zbatimin serioz të të
gjithë elementeve të të Marrëveshjes së Ohrit që ende nuk kanë gjetur zbatim
në praktikë.  KKSHA-ja mendon se realizimi i ngadalshëm i Marrëveshjes
Paqësore, po kontribuon në destabilitetin e kohëve të fundit dhe mund të
cënojë paqen e brishtë në vend.  Marrëveshja e Ohrit u arrit me ndihmën e
bashkësisë ndërtkombëtare, nën udhëheqjen e Shteteve të Bashkuara të
Amerikës.  Ajo i dha fund të konfliktit të armatosur shtatë-mujor ndërmjet
Forcave Maqedone të Sigurisë dhe Ushtrisë Çlirimtare Kombëtare (UÇK) të
përbërë nga shqiptarë që kërkonin më tepër të drejta civile për popullatën e
diskriminuar shqiptare në Maqedoni.  Mirëpo, edhe pse kanë kalur mëse dy
vjet qysh prej Marrëveshjes së Ohrit, një sërë masash të rëndësishme të
Marrëveshjes mbeten ende të pazbatuara, si p.sh. integrimi i popullatës
shqiptare në institucionet qeveritare dhe decentralizimi i pushtetit.

KKSHA-ja mbështet vendimin që morën kohët e fundit tre partitë kryesore
shqiptare në Maqedoni - Bashkimi Demokratik për Integrim, Partia Demokratike
Shqiptare dhe Partia për Prosperitetin Demokratik, të cilat kundërshtuan
projektligjin mbi decentralizimin e pushtetit që u paraqit kohët e fundit në
Parlamentin e Maqedonisë.  Ne shprehim të njëjtin mendim me këto parti
politike meqë ky projektligj synon të vendosë komunat urbane nën kontrollin
maqedon, ndërkohë që shqiptarët rrezikohen të kontrollojnë vetëm një numër
të vogël komunash lokale.  Kjo do të thotë se partite maqedone do të
kontrollojnë edhe qytetet ku shqiptarët përbëjnë shumicën e popullatës.  Ky
manipulim i panevojshëm i sistemit zgjedhor është në kundërshtim me thelbin
e Marrëveshjes së Ohrit dhe me parimet bazë të demokracisë multi-etnike.

KKSHA-ja i bën thirrje Qeverisë Maqedone që të punojë me faktorin politik
shqiptar në Maqedoni për të ulur tensionin e kohëve të fundit në vend dhe
njëkohësisht të dëshmojë me vepra vullnetin e saj për zbatimim e plotë e të
shpejtë të Marrëveshjes së Ohrit.  Paqja dhe stabiliteti në Maqedoni do të
mbizotërojnë vetëm atëherë kur shqiptarët dhe minoritetet e tjera atje nuk
do të trajtohen më si qytetarë të klasit të dytë.  Çdo qasje tjetër do të
rrezikonte jo vetëm të ardhmen e Maqedonisë si një shtet demokratik e
multi-etnik i integruar në strukturat Euro-Atlantike, por edhe stabilitetin
e brishtë të Evropës juglindore.

Këshilli Kombëtar Shqiptaro Amerikan (KKSHA) është një organizatë jo
përfituese dhe jo qeveritare e dedikuar ndaj përkrahjes së çështjeve
shqiptare, promovimit të paqes dhe zhvillimit ekonomik në Ballkan për të
forcuar politikat demokratike, për të inkurajuar respektin për të drejtat e
