The overall objective of the contract is to further Rule of Law in Kosovo by developing laws and policies that support an effective and impartial Kosovar justice system, strengthening the capacity of the court system, developing systems of effective oversight for judges, prosecutors, and lawyers, and increasing public awareness of Kosovo's evolving legal framework and justice system. The advisor will be responsible for designing and implementing public outreach efforts to increase public awareness of Kosovo's evolving legal framework and justice system to improve access and ensure individual and community rights are protected. These campaigns will result in the increased citizen confidence in the judicial system as well understanding of continuing changes to the legal system and their expectations of the court system and legal professionals. The advisor will also provide support to the project in utilizing ties with civil society actors to elicit their input in developing laws and policies that support an effective and impartial Kosovar justice system. To promote sustainability of the project, the advisor will be expected to work with public information officers of the courts to develop methods of dissemination of more information to the public regarding court functions, structure, operations and procedures. Successful candidates must hold an advanced degree in social science or a related field; preferably a JD from an accredited law school; have a minimum of 5-8 years experience designing and implementing public outreach and education campaigns; have significant experience as a trainer; a minimum of 3 years experience in Southeastern Europe, preferably Kosovo, in the realm of civil society, media, and human rights; experience in coordinating the efforts of multiple donors; and have university level proficiency in English, working knowledge of Albanian or Serbian is preferred. Deputy Chief of Party, Justice System Reform, Kosovo (FRY) IFES seeks a candidate for a Deputy Chief of Party position in Kosovo to work on a project of judicial system reform. The overall objective of the contract is to further Rule of Law in Kosovo by developing laws and policies that support an effective and impartial Kosovar justice system, strengthening the capacity of the court system, developing systems of effective oversight for judges, prosecutors, and lawyers, and increasing public awareness of Kosovo's evolving legal framework and justice system. The Deputy Chief of Party shall serve take the place of the COP whenever the latter is unavailable due to travel or other circumstances. As such, the Deputy shall be fully apprised of all developments and strategies relevant to the program including day-to-day implementation, ensuring that assistance provided under the contract is technically sound and appropriate, and management and supervision of the work of all advisers. In addition, the Deputy should be a technical expert in at least one area relevant to the project and be capable of meeting training needs to supplement other advisors in that area. These areas of technical expertise include structural and functional reform of justice system institutions, court administration, legal discipline (preferably in the oversight in the areas of ethics and delivery of quality services), and public awareness. The Justice System Strategy Advisor shall have the primary responsibility under the contract for implementing the long-term justice system reform component of the project. This adviser shall establish working relationships with all of the major participants in the legal system and shall develop a thorough understanding of all developments in the legal sector in Kosovo. This adviser shall work with members of the legal community and civil society to define the structure and functions of the justice system and develop an action plan for the transition from the current UNMIK structure to a fully locally-run system. Successful candidates must hold an advanced degree (JD or other doctoral level) in law from accredited law school; be admitted to, and a member in good standing, of a mandatory bar association in the Advisor's country of origin or residence; have university level English proficiency; have experience in the coordination of multiple agencies or departments in a project; have a minimum of 5 years experience working in the area of judicial and legal reform and rule of law programs in foreign countries, preferably in developing countries; and have a minimum of 10-15 years of progressively more responsible legal work experience, such as work as a judge, prosecutor, public defender, government legal adviser, attorney in private practice, law faculty member, law clerk, court administrator, legal training or legal technical assistance provider, or a combination of the foregoing.
