Two potential problems with ousting Milosevic.

1. If you want to bring about a truly democratic society, you have to vote
him out. It is questionable whether this would happen. Even in a fair
election. Though he does not have total support in Serbia, he does have more
support than any other single candidate. Even if the West doesn't like him,
if they want democracy, they will have to respect the will of the Serbian
voters.

2. Even if you do oust Milosevic, who is there to replace him? No matter how
much the world hates Milosevic, there is no ideal "democratic" candidate by
Western standards.

Yugoslavia can never become truly democratic unless the processes are free
from interference. Both inside AND out.
