Job Announcement
Director for New Grantmaking Initiative in Southeastern Europe

Summary:
The German Marshall Fund of the United States (GMF) is seeking
candidates for the position of director for its new major grantmaking
initiatve in Southeastern Europe.  The $25 million program will provide
approximately $1.5 million each year in small grants to local
organizations to support democracy and good governance.  This position
is available immediately.  Applications received prior to February 7,
2003 will be given first priority; however, applications will be
accepted until the position is filled.  The director will be based in
Southeastern Europe.

The Program:
The director will oversee a new $25 million grantmaking initiative which
will make grants in Albania, Bosnia, Bulgaria, Croatia, Kosovo,
Macedonia, Montenegro, Serbia, and Romania. The initiative is jointly
funded by GMF, USAID, and the Charles Stewart Mott Foundation, with
other donors possible in the future.

The initiative will make grants totally approximately $1.5 million
annually to civic groups, indigenous NGOs, local and regional
governments, educational institutions, and media with the aim of
furthering democratic governance and strengthening democratic political
institutions in individual countries  In addition, the initiative will
advance cross-border cooperation to promote the political, social, and
economic development necessary to ensure long-term stability for
Southeastern Europe.

Through the initiative GMF will provide grants to local and national
organizations working to improve citizen engagement with government,
monitoring of government performance, and improving citizen
understanding of their rights and responsibilities; and it will support
local and trans-Balkan collaboration among governments, NGOs, civic
initiatives, and other institutions working to improve understanding and
cooperation throughout the region.

Primary Responsibilities of the Director:
Working closely with GMFs Washington, DC-based director of programs and
the Bratislava-based director for Central and Eastern Europe, the
director will be responsible for:

7 Overall strategic guidance of the initiative
7 Oversight and day-to-day management of grantmaking programs
7 Development of the initiatives management and grantmaking committees
7 Developing and maintaining strong links with international partner
organizations active in the region
7 Developing and maintaining the public profile of the initiative
throughout the region, the rest of Europe
7 Monitoring grantees and supported projects
7 Working in close cooperation with other GMF staff managing programs in
the region
7 Supervision of two staff

The job of director will require extensive travel throughout
Southeastern Europe, Western Europe, and occasionally the United States.

Qualifications:
7 Minimum seven years relevant professional experience; previous grants
management experience strongly preferred;
7 Substantial previous experience in managing a non-profit institution;
7 Experience with non-governmental organizations and extensive knowledge
of the non-governmental sector in Southeastern Europe;
7 Strong written and oral communication skills; fluency in written and
spoken English; proficiency in one or more SEE languages;
7 Ability to manage time effectively and to handle multiple projects at
once;
7 Strong public speaking skills;
7 Proficiency in computer applications and use of the internet;
7 Ability to work well as a member of a team.
7 University degree (Bachelors degree equivalent); advanced degree
preferred;
