Dear members,

Thank you for sending me that informative article from the Institute for War & Peace Reporting. The article highlights many of the challenges regarding the issues of accountability and reconciliation in the aftermath of mass atrocities, something which has increasingly dominated the field of international human rights. More importantly, the article points to the role of hybrid courts (something which has received comparatively little attention in the human rights field) in developing transitional justice in Kosova. 

These hybrid courts where the former KLA members were tried - should be a new transitional justice mechanism that must be recognized and considered more. Hopefully a further study of their strengths and weaknesses (both in theory and in practice) will be encouraged by those in the international human rights field. Although no mechanism of transitional justice is perfect, and none is appropriate in all contexts, these courts in Kosova will develop so that norms can be applied in Albanian jurisprudence. It is the starting point to strenthening the rule and application of law in Kosova so that Albanians can one day govern our own people, independently of Serbia and independently of the international community.
