The post of Special Assistant to the DC/Programme Officer is cost-shared
50% between UNDP's own administrative budget and funds provided to support
the UN Development Coordinator function in Kosovo. As a result, the
incumbent has dual reporting lines - to the UN/DC and to the UNDP Deputy
Resident Representative who is responsible for UNDP's operations on a
day-to-day basis.

Under the overall guidance of the Resident Representative and the direct
supervision of the Deputy Representative, the Assistant to the UN
Development Coordinator/ UNDP Programme Officer will perform the following
tasks:

Special Assistant to the UN Development Coordinator (50% of time)

The UN Development Group has been established to enhance and ensure
coordination amongst the UN agencies in Kosovo and to implement the UN
Reform Agenda as well as to carry out special assignments given by the UN
Secretary General or the UNDP Administrator in this regard. The UN Reform
Agenda is based on the following elements: support to collaborative and
more integrated UN programming; follow-up to global UN conferences;
establishment of common services; and UN Public Information and Advocacy.
The UN Development Coordinator for Kosovo is appointed by the UN Secretary
General.

In Kosovo, the UN Development Group (UNDG) consists of fifteen UN
specialized agencies and affiliates, including the World Bank. In addition
to the primary function of coordination within the resident UN agencies,
the Development Coordinator serves as a liaison between UNMIK, the donor
community, and the PISG. The key areas of focus for 2002 will be on the
further development and implementation of a UN Development Assistance
Framework (UNDAF), initiation of joint-programming, and extensive
collaboration with UNMIK and the newly elected government.

The role of the Special Assistant to the UNDC in Kosovo is primarily
focused on providing support to the UNDC in his efforts to implement
activities in these areas of focus. The Assistant will report directly to
the UNDC while working closely with the UN Country Team and the UNDP
Programme Staff.

With an overall view to improve national capacity to manage and coordinate
ODA and to promote coordination and collaboration with the donor
community, the Special Assistant is responsible for:

Donor Coordination: Support the facilitation of closer linkages between
the UNDG and the donor community, including resource mobilisation for
activities implemented in support of the UNDAF.
Development Coordination: Overall facilitation of coordination amongst
resident UN agencies, coordinate all activities emanating from the UNDC
office, facilitate use of coordination and planning tools such as CCA,
UNDAF, etc.
Programme Development: Facilitate the development of harmonised and
joint-programming initiatives amongst UN agencies, collaboratively develop
programmes and projects to support the UNDAF.
Global Agenda: Ensure UN Country Team follow-up to Millennium Development
Goals, global conferences, and the Secretary-General's programme for
reform. Operate as the focal point for activities related to the
monitoring and implementation of these and other directives and reports
from HQ.
Review and Assessment: Coordinate and manage periodic reviews and
assessments of work and planning undertaken by the CT as a basis for
improving joint agency planning and performance.
Constituency Building: Work to build local networks and support the UNDC
in fostering a better understanding of the work of the UN in Kosovo,
including close consultation with media and public relations officers.

UNDP Programme Officer (50% of time)

UNDP's strategy to support the transition process in Kosovo aims to
support the goals of the United Nations and the Kosovo Government in
consolidating the peace-building process. The strategy aims above all, at
restoring confidence - of the people of Kosovo (particularly youth, the
unemployed and the vulnerable) - in their future, between different
communities within Kosovo, between Kosovo and its international partners
and between Kosovo and its regional neighbours.

UNDP's programmes for the transition are anchored around three flag-ship
programmes that will both provide the greatest impact on the peace process
and leverage best UNDP's natural advantages and global experience: First,
security. Second, employment and livelihoods. And third, support to local
development. UNDP will bring to bear its traditional development services
in support of these programmatic goals, in the areas of information
technology, aid coordination, human development data collection and
analysis, and civil society and youth. UNDP will harness its substantial
network from three years of programming throughout the emergency phase to
these ends.

The specific portfolio that will be assigned to the Programme Officer will
depend on his/her particular professional profile. UNDP is particularly
interested in deepening its expertise in the areas of (i) employment/SME;
(ii) community preventive development through social mobilization; and
(iii) municipal capacities building.

Under the direct supervision of the UNDP Deputy Resident Representative
therefore, and working with an inter-displinary team, the UNDP Programme
Officer is responsible for:

Analyze economic, social and political factors which would affect
development programmes and identifies development needs relevant to UNDP's
technical cooperation activities;
Participates in consultation with the UN system organizations and local
authorities for the preparation of programme/project documents, helps to
ensure that programmes, projects and activities to be assisted by UNDP are
properly selected;
Guides and integrates the formulation and revision of programme/project
documents required for the implementation of the UNDP Programme Framework,
providing special attention to Employment , Minority Community and/or
Municipal Capacity Building programmess and projects;
Appraises project proposals, ensuring that they are properly prepared in
accordance with UNDP policies and procedures;
Ensures proper coordination of UNDP projects with respective regional and
global programmes and projects, including those based in the RBEC Regional
Support Center in Bratislava; supports regional and sub-regional
networking activities;
Monitors day-to-day programming/project implementation; supervises all
administrative activities required on the part of UNDP to maintain the
flow of resources and to eliminate obstacles; guides and orients the
efforts and contributions of consultants, programme/project personnel,
other donors and local institutions towards the achievement of programme
objectives; coordinates and participates in programme/project evaluation
activities and follow-up;
Supports and coordinates advocacy and public awareness activities on UNDP
programmes;
Performs any other duties assigned by the Deputy Resident Representative.

Requirements:

Most importantly, the role of Special Assistant requires someone with very
strong communication skills, judgement and tact; he/she routinely
interacts with senior UN and Government Officials on behalf of the
Development Coordinator and must ensure a positive image of the Office is
projected at all times. The Special Assistant's role is decisive in
ensuring effective inter-agency collaboration.

Educational Background:

*University education in Social Sciences, Local Development, Conflict
Analysis, Economics or related fields

Level of Experience and General Skills:

Understanding of development paradigms and socio-political situation of
Kosovo,
Experience in programme design, monitoring and evaluation as well as
project management

Personality

Ability to work and follow-up independently, initiative;
Strong work ethic and commitment;
Concise and analytical thinking;
Communicative;
Organized and resourceful;
Diplomatic and patient;
Ability to work in team setting.
