No.: I 99 153 SUMMARY: CRS/Europe is embarking on a five-year regional education strategy involving eight countries/zones (Albania, Armenia, Bulgaria, Bosnia-Herzegovina, Croatia, Kosovo*, Macedonia, and Yugoslavia). The strategy - comprised of country-specific plans and based on six years of experience - - seeks to address the educational needs of children in the Balkans and the Caucuses, with an emphasis on Parent-School Partnership (PSP), a community development approach to improving the quality of education. In an effort to reinforce the long-term viability and durability of its PSP programming, CRS is expanding its education programming into other areas such as education for democratic citizenry, tolerance and peacebuilding, teacher training, curriculum reform, education policy, child participation and child policy. In addition, CRS seeks to evolve its programming into a self- sustaining network of national professionals and community organizations over the course of five to ten years. * CRS has established a separate management and programming structure in Kosovo from its Yugoslavia operation. This in no way reflects an opinion or official position on the legal status of Kosovo. PRIMARY FUNCTIONS: -Ensure region-wide capacity and excellence in education programming as defined by the CRS/Europe Education Five-Year Strategy, specified in country program strategies and rooted in CRS education programming principles -Develop the education technical assistance component for the regional five-year implementation plan - based on country specific program strategies -Ensure technically sound education programming through provision of technical assistance to CRS/Europe country programs with an initial focus on program development and project design SPECIFIC RESPONSIBILITIES: -Work with country program Education teams to ensure achievement of stated PSP and training objectives -Provide training and technical support in PSP and related community development topics to CRS staff and partners -Work with country program education teams to ensure that the education components of their five-year strategies are technically sound -Assist country programs in the design of education projects, including methods of assessment/baseline data collection -Assist country programs in the design of strategy and project M&E tools -Develop a regional M&E process to evaluate overall program effectiveness -Develop and provide training in M&E and other technical areas requested by country programs -Coordinate activities and collaborate with other regional staff involved in Educational Programming -Identify and coordinate CRS participation in relevant conferences and workshops, and assist staff in pre-conference preparation -Coordinate efforts and information sheering among country- based programs and Regional Technical Advisors in other regions -Advise the CRS/Europe EdNet Leader on technical matters as needed KEY WORKING RELATIONSHIPS Internal: Education Network Leader and Deputy for Education Regional Education Resource Team, Linkages/Outreach Team (Europe and US, Country Program PSP/Education Teams, CRS/Baltimore - Program Quality and Support Department External: International education and childrenís organizations, including UNICEF, Save the Children and Childrenís Aid Direct, Caritas Internationalis member organizations, especially CordAid, Trocaire and BICE, International education research institutions and universities QUALIFICATIONS -Minimum Graduate Degree in Education, International Education or related field -Minimum 5 years experience in teaching and/or school administration (primary level preferred) -Experience in design and analyzes of M&E quantitative techniques -Expertise in monitoring and evaluating international education programming, with a particular focus on participatory approaches -Proven ability to train adults in related topics, including M&E approaches -Experience designing and implementing programming to increase parental involvement in aspects of school life and decision-making -Strong written and verbal English language skills -Ability to work independently, as well as in a team setting -Related work experience in and knowledge of Southeast Europe PREFERRED QUALIFICATIONS -Experience in education programming with international organization(s) in transition/post- conflict context -Expertise in tolerance/peacebuilding curricula and teacher training -Written and verbal skills in one or more Slavic Balkan languages -Related work experience and knowledge of the Caucuses Send resume and cover letter (must include Req.
