It was also suggested a more broad based approach be taken that includes Trial Monitors and Police Station visitors, since most violent abuse happens in the first three days. Letter writing to the judge who is running the trial. Perhaps supplies, consultations, support services and perhaps support to families of prisoners who may need the money the most. Also fostering a relationship with groups like CEELI, the Lawyers Committee for Human Rights and/or the European Law Students Association. I would be interested in knowing from you how you think this might work? What kinds of support there would be in Prishtina or other cities such as Mitrovica, Peja or Prizren? How much it might cost? Is there a group already working on this? People at the US State Department seemed a bit behind regarding the trials and incarceration of the 9 students from Prizren. Marek's Report Marek gave an informative and moving report of his recent two-month long trip to Poland, Italy, and several places in the former Yugoslavia, including Kosova/o. He also provided visual aids -- photographs and posters. He will email a list of recommendations for ways we can help both Kosovar organizations and Serbian anti-war organizations only to those people who were physically in attendance at the meeting. He asks that we immediately read this message and delete it from our hard drives, in order to keep the information secure. If you were not in attendance and would like to see the recommendations, contact Marek directly (marekzel at aol.com). One of Marek's major points seemed to be that in order to create and preserve peace in Kosova/o, there needs to be democracy in Yugoslavia as a whole. Paradoxically, however, before democracy is possible in Yugoslavia, there needs to be peace in Kosova/o. His recommendations may help solve this connundrum. IV. Future Plans of the KSG We will address this topic more thoroughly at our next meeting after reading Marek's recommendations. In the meantime, Marek noted that he offered to various students and professors in Kosova/o that we could send the books we collected last spring, and did not notice much enthusiasm from them. He also noted that the organizations he visited expressed no dramatic need for cash, or for humanitarian assistance. Instead, he suggests that we look at several specific projects of organizations and decide to fund them on a case by case basis. A letter from Vjosa (a doctor with the Center for the Protection of Women and Children), read aloud by Fran, seems to corroborate the wisdom of this approach. We have $600 from the concert fundraiser, plus approximately $1000 that the Church donated to Marek for his trip, which he did not use and which, presumably, we can use for other projects. Before the 7th Annual Spring Genocide in the Balkans. You can help! Letters and phone calls do work. Guns don't. Keep letters brief and constructive. The very lives of the villagers depends on your caring. Write/fax/email the State Department, The White House and your elected representatives. Constructive Suggestions to Include in Your letter: 1. At this point, the Albanians should refuse to negotiate at all under the current coercive and unjust conditions. Instead they should demand status as a protectorate, under both NATO and the UN, while the two sides truly demilitarize. The Kosovars' constitutional 1974 autonomy should be returned. These are prerequisites to negotiations. Saving lives should be the short-term goal of all. 2. During this interim period as a protectorate, the final just and equitable dissolution of Yugoslavia as a whole should be the focus of one level of talks. The legitimate restructuring of power in the former Balkan "superpower" will take time to achieve. At present, the Kosovars, the poorest level of society both Serb and Albanian are bearing the brunt of the blame for this disintegration. 3. Once these two processes--demilitarization and restructuring--are established, the Albanians need time without crisis to identify their strengths and develop a democratic team in which the KLA is part of a democracy and not its hijacker. 4. The Serbs need time to build democratic institutions, develop economic restructuring, and face penalties for war crimes. Only under these common-sense conditions will the potential strengths of each side emerge and hatred and fear subside. The more weapons, the more hatred and death. If Kosova is not demilitarized, then what we are watching in Hill's bizarre fourth draft of a settlement is nothing less than the beginning of a familiar, horrifying spectacle. Their lawyer, Hazer Susuri, wrote to me about their current situation. The six men are in a prison in Nish outside of Kosova, and they are being physically maltreated there as they were in Prizren. They are isolated and not allowed to speak Albanian with their families. They are not allowed newspapers or other materials in Albanian to read. The Serb officials say they are dangerous people. For that reason, they are treated differently, in a hard and rough way. The main thing that these students need is for people to send food, money, and clothing to their parents in Prizren to take to the students in jail. The families cannot afford to visit often because Nish is so far and it is a difficult trip to make during these times. It would be a good thing for organizations to help them and advocate both for their release and for an improvement in their conditions and treatment. This is a difficult time--the Christmas season--to inititate any action on the students' behalf, so let's hold off and launch an all-out campaign again in January, 1999. There is also a new video available done by Canadian Broadcasting on an Albanian doctor in Kosova and how he was killed. It is devastating and powerful.
