howdy! if i'm able to decode this pseudo-apparratchik style of prose w. my limited tech. skill, it seems the SRD of the Edu. Ministry is planning some sort of integrated data backbone for the Albanian gov.t, linking them to the net. the language seems non-specific as to whether they wish to route civilian Albanian data traffic through this backbone (using the gov't backbone as a kind of 'cultural firewall' the way Iran and Singapore do, perhaps?). this is all on the assumption that the article was reasonably coherent, and that it refers to a physical network ... i'd also like to know more about BIN, but off-hand i'd say it sounds like an info-exchange forum for SE.
