The key findings included in this publication are the result of the work that many activists of the Albanian Helsinki Committee have done during 2002 and 2003, through meetings, visits and contacts with the representatives of the minorities and communities in Albania, local and central government organs in the respective cities etc. This publication is of interest not only for the respective state institutions, Albanian and foreign organizations acting in the area of human rights, and scholars that work in the human rights area, but it is of interest for the citizens in general.
