It is particularly concerned with the ideas and ideals of western Mediterranean cultures from Late Antiquity to the Enlightenment and their influence beyond these geographical and temporal boundaries. Proposals for papers and sessions are now being solicited. Papers and proposals for sessions are encouraged which focus on the conference theme, but any paper or session proposal with a Mediterranean theme, from any period and any discipline, will be considered. Unlike most conventions, ASN accepts individual paper proposals, although full panel proposals have a greater chance of being accepted, due to space constraints. The ASN World Convention's yearly theme specifically refers to a core number of panels. Since the Convention is far larger in scope than a thematic conference, we invite, as in previous years, proposals on a wide range of topics related to identity, nationalism, conflict and state-building in Central and Eastern Europe, the former Soviet Union, Central Asia, and adjacent areas. The 2002 Convention was enhanced by the highly successful screening of short videos (10-15 minutes), accompanying presentations in regular panels, as well as medium- and full-length documentaries or feature films in video format, shown as special screenings followed by a general discussion. For 2003, proposals partly or entirely revolving around video, film, or audio-visual material (including slides and power point presentations) are strongly encouraged. As a rule, the convention intends to show video or film material produced within the past year or two. Throughout the convention, one or two of the convention meeting rooms are exclusively devoted to the screening of video material. By Ana Petruseva in Skopje The defeat of right wing nationalists in Macedonia`s general election has been hailed in the West as an important boost to stability in a republic long troubled by ethnic strife. "There will be more hard work ahead and many more challenges, but these elections are a decisive step in the right direction and a clear rejection of the violence which tarnished the last months," said NATO secretary general George Robertson. Voters kicked out the hard line government of Prime Minister Ljupco Georgievski, whose nationalist policies led to confrontations with the country's Albanian minority, opting instead for the moderate Social Democrats, the SDSM, led by Branko Crvenkovski. Former guerrilla leader Ali Ahmeti's Democratic Union for Integration, DUI, won strong support from Albanian voters. Preliminary results from the state electoral commission showed the winning coalition, led by SDSM, had gained 40.4 per cent of the vote, with Georgievski`s party and its allies accruing just over half that's figure. More than 70 per cent of the 1.6 million electorate participated in the ballot. Georgievski conceded defeat just minutes before midnight on Sunday, congratulating the winner and praising the elections as peaceful and fair. Speaking at a news conference, an unexpectedly gracious Georgievski said, "These were the most just and democratic elections in this country's parliamentary past, which can only improve Macedonia's image in the Balkans and in the international community." There was celebratory gunfire as flag-waving supporters celebrated Crvenkovski's victory on the streets of the capital. On Monday, tens of thousands attended a post-election rally where the SDSM leader told a cheering crowd, "We showed and we proved that we are a mature nation which knows what needs to be done. This is a huge victory for Macedonia." Macedonian president Boris Trajkovski commended political parties for showing a high level of political maturity and said, "The elections were, in the true meaning of the word, European elections." The new government faces a number of serious challenges, namely an impoverished economy and simmering ethnic tensions. Unlike previous contests since Macedonia's independence in 1991, this ballot was surprisingly free of fraud, with only few minor incidents reported. The Organisation of Security and Cooperation in Europe, OSCE, had deployed 850 observers to monitor the vote. "Macedonian society passed the test," said its head Kimmo Kiljunen. One major twist in the elections was strong support for the ex-guerrilla leader Ali Ahmeti, whose DUI party gained 11.8 per cent of the vote. Ahmeti, who led the Albanian insurgents during last year's violence, is seen as a hero among his people, while most ethnic Macedonians still regard him as a terrorist who provoked the conflict in order to grab territory. After the violence ended 13 months ago, Ahmeti became a leading moderate in Albanian politics. Western diplomats described him as "trustworthy and reliable" because of his efforts to prevent further conflict and fully implement the western-sponsored Ohrid peace accord of August 2001. Ethnic Albanian voters decided to ditch Ahmeti`s rival party, the discredited Democratic Party of Albanians, DPA, led by Arben Xhaferi. Preliminary results showed only 5.2 per cent support for the party, which had shared power with Georgievski and was tainted by allegations of corruption that dogged the ruling coalition. Party sources said SDSM's coalition with the Liberal-Democrats has won 60 seats out of 120 in the new parliament. The coalition of VMRO-DPMNE and the Liberal Party took 33 seats, Ahmeti's DUI 16, the DPA seven, with two other Albanian parties, the National Democratic Party, NDP, and the Party for Democratic Prosperity, PDP, gaining one and two seats respectively. "If we want peace and stability in Macedonia, the next government should be built between the parties which won the majority of votes in the Albanian and Macedonian communities," Ahmeti told Reuters. So far, the triumphant SDSM has said that there is no room for Ahmeti in its government but has not ruled out the possibility DUI members being given ministerial positions. The constitution requires parliament to be formed not later than 20 days after the elections and the government to be chosen 10 days after that. Ahmeti, whose name is on American president George Bush's blacklist of extremists, has repeatedly said he would not enter parliament or become a government minister. Certains pensaient que ? l?histoire des Balkans ? ?tait termin?e, et que la chute du ? tyran ? suffirait ? tourner pour de bon la page des guerres et des d?chirements. Deux ans plus tard, les th??tres des crises balkaniques restent tous ouverts, et jamais les incertitudes n?ont ?t? aussi grandes qu?en cet automne. La s?rie d??lections que vont conna?tre dans les mois ? venir la Mac?doine, la Serbie, le Mont?n?gro, la Bosnie-Herz?govine et le Kosovo va peut-?tre permettre de clarifier certains enjeux. Les principales incertitudes entourent le sort du nouvel Etat commun de Serbie et du Mont?n?gro, cens? remplacer la R?publique f?d?rale de Yougoslavie. Les discussions constitutionnelles entre les deux Etats ont progress? cet ?t?, mais les ?lections pr?vues dans les deux r?publiques pourraient modifier la donne. Le Mont?n?gro conna?tra des ?lections l?gislatives anticip?es le 6 octobre. Depuis plusieurs mois, en effet, le pays n?a plus ni majorit? parlementaire ni gouvernement. Quelques semaines plus tard, le mandat du Pr?sident Milo Djukanovic sera lui aussi remis en jeu. Violemment critiqu? par les ? unionistes ? de l?opposition pro-yougoslave et par les ind?pendantistes radicaux de l?Alliance lib?rale, le camp des partisans de Milo Djukanovic a tendance ? se r?duire comme peau de chagrin. Dans le contexte d?une campagne ?lectorale violente, o? les questions li?es au trafics mafieux tiendront une place importante, les minorit?s nationales du petit pays Slaves musulmans et Albanais pourraient devenir un enjeu facilement manipulable. En Serbie, le temps de la grande unit? anti-Milosevic est d?finitivement r?volu. Les ?lections pr?sidentielles du 29 septembre verront un affrontement frontal entre les partisans des r?formes ?conomiques et politiques, men?s par l?actuel vice-Premier Ministre f?d?ral Miroljub Labus, et le camp nationaliste reconstitu? autour de l?actuel Pr?sident f?d?ral yougoslave, Vojislav Kostunica, qui a annonc? sa candidature ? la pr?sidence de la R?publique de Serbie. L?issue du scrutin aura des cons?quences d?terminantes sur les investissements ?trangers en Serbie et le rythme des r?formes, mais aussi sur l?attitude du pays dans les n?gociations avec le Mont?n?gro et dans la gestion du dossier du Kosovo. Plac? sous protectorat international depuis juin 1999, le Kosovo conna?t toujours de violents affrontements politiques. Les violences contre les minorit?s restent toujours tragiquement ? l?ordre du jour, tandis que de nouvelles tensions apparaissent entre une part de l?opinion albanaise et la communaut? internationale. L?arrestation d?anciens dirigeants de la gu?rilla de l?UCK, et la perspective d??ventuelles inculpations par le TPI, a mis le feu aux poudres, d?clenchant de violentes manifestations depuis le mois d?ao?t. La situation continue de surcro?t d??tre d?terminante pour la stabilit? des r?gions d?ancienne Yougoslavie comptant des populations albanaises, comme la Mac?doine. En Mac?doine, la poursuite du processus de paix enclench? par les accords d?Ohrid, en ao?t 2001, est enti?rement suspendue aux r?sultats des ?lections g?n?rales du 15 septembre. C?t? mac?donien, la bataille se jouera entre la droite nationaliste de la VMRO-DPMNE, au pouvoir depuis 1998, et l?opposition social-d?mocrate (SDSM). Dans le camp albanais, l?Union pour l?int?gration d?mocratique (BDI), la formation issue de la gu?rilla de l?UCK, va essayer de d?tr?ner le Parti d?mocratique albanais (PDSH) de sa position dominante au sein de la communaut?. Les rapports de force au sein des deux communaut?s nationales d?termineront les nouvelles alliances politiques, mais les ?lections se pr?parent dans un climat de plus en plus tendue : lundi 26 ao?t, deux policiers mac?doniens ont ainsi ?t? abattus aux abords de la ville de Gostivar. Quelques jours plus tard, des civils mac?doniens ?taient pris en otages. Les sondages semblent indiquer que les sociaux-d?mocrates mac?doniens sont assur?s de l?emporter, mais ? l?inverse, nul n?envisage que la VMRO ne tente pas tout pour essayer de sauver son pouvoir. Dans le camp albanais, les rivalit?s politiques se doublent trop souvent d?enjeux ?conomiques et mafieux, qui font r?gner un climat de plus en plus d?l?t?re dans les grandes villes albanaises du pays, comme Tetovo. On pourrait poursuivre encore longtemps cette ?num?ration des foyers de crise, et Le Courrier des Balkans vous tiendra r?guli?rement inform?s des ?volutions politiques de tous les pays de la r?gion. Nous voulons aussi essayer d?amorcer des r?flexions globales sur le devenir des pays du sud-est de l?Europe. Assur?ment, si les bruits de bottes se font heureusement un peu plus discrets dans la r?gion, les probl?mes de fond de ces soci?t?s ne sont pas r?gl?s. Les probl?mes ?conomiques et sociaux se r?duisent encore souvent ? d?imm?diates questions de survie pour trop de citoyens des Balkans. Les d?bats suscit?s par la justice internationale touchent de mani?re directe aux relations que ces soci?t?s entretiennent avec leur pass? r?cent. Et ces d?bats sur la m?moire, qui ne font que s?amorcer, sont intrins?quement li?s au statut des minorit?s et ? la d?finition du contrat social ? la base de tous les Etats. Se pose aussi, en filigrane, les nouvelles questions li?es ? l?int?gration europ?enne des pays des Balkans. La guerre n?est peut-?tre plus ? l?ordre du jour, mais la ? normalisation ? de la situation politique, ?conomique et sociale de l?Europe du sud-est demeure un objectif. Avec des rubriques th?matiques plus d?velopp?es, notamment ax?es sur les questions sociales, environnementales et ?ducatives, avec des dossiers d?actualit? sur des th?mes comme l?int?gration europ?enne, le Courrier des Balkans essaiera de rendre compte des d?bats qui se font jour. Nous ne pensons vraiment pas que ? l?histoire soit termin?e ? dans les Balkans. Nous sommes au contraire convaincus que l?immense chantier de la d?mocratisation des soci?t?s de l?Europe du sud-est n?en est qu?? ses premiers balbutiements. Nous pensons donc que l?aide aux m?dias ind?pendants est toujours d?actualit?, et le Courrier des Balkans essaiera de remplir pleinement sa fonction de pont entre les Balkans et les pays francophones occidentaux Des initiatives nouvelles seront prises, aussi bien dans les Balkans qu?en France, en Belgique et en Suisse, et nous vous tiendrons r?guli?rement inform?s de ces projets, tandis que le site conna?tra encore beaucoup d?enrichissements. Nous allons ?galement commencer ? traiter de mani?re plus r?guli?re de la Roumanie et de la Moldavie. Nous allons ?galement commencer une couverture de la Turquie, ce grand pays historiquement li?s aux Balkans et qui joue toujours un r?le crucial dans les ?volutions des pays de la r?gion. Le 3 ao?t dernier, la Turquie a franchi une ?tape essentielle dans son rapprochement avec l?Europe, en abolissant la peine de mort, et en l?galisant la langue kurde. Les ?lections pr?vues dans ce pays le 3 novembre prochain auront donc valeur de test sur ce choix courageux de r?formes radicales. Alors, chut ! Certains pensaient que ? l?histoire des Balkans ? ?tait termin?e, et que la chute du ? tyran ? suffirait ? tourner pour de bon la page des guerres et des d?chirements. Deux ans plus tard, les th??tres des crises balkaniques restent tous ouverts, et jamais les incertitudes n?ont ?t? aussi grandes qu?en cet automne. La s?rie d??lections que vont conna?tre dans les mois ? venir la Mac?doine, la Serbie, le Mont?n?gro, la Bosnie-Herz?govine et le Kosovo va peut-?tre permettre de clarifier certains enjeux. Les principales incertitudes entourent le sort du nouvel Etat commun de Serbie et du Mont?n?gro, cens? remplacer la R?publique f?d?rale de Yougoslavie. Les discussions constitutionnelles entre les deux Etats ont progress? cet ?t?, mais les ?lections pr?vues dans les deux r?publiques pourraient modifier la donne. Le Mont?n?gro conna?tra des ?lections l?gislatives anticip?es le 6 octobre. Depuis plusieurs mois, en effet, le pays n?a plus ni majorit? parlementaire ni gouvernement. Quelques semaines plus tard, le mandat du Pr?sident Milo Djukanovic sera lui aussi remis en jeu. Violemment critiqu? par les ? unionistes ? de l?opposition pro-yougoslave et par les ind?pendantistes radicaux de l?Alliance lib?rale, le camp des partisans de Milo Djukanovic a tendance ? se r?duire comme peau de chagrin. Dans le contexte d?une campagne ?lectorale violente, o? les questions li?es au trafics mafieux tiendront une place importante, les minorit?s nationales du petit pays Slaves musulmans et Albanais pourraient devenir un enjeu facilement manipulable. En Serbie, le temps de la grande unit? anti-Milosevic est d?finitivement r?volu. Les ?lections pr?sidentielles du 29 septembre verront un affrontement frontal entre les partisans des r?formes ?conomiques et politiques, men?s par l?actuel vice-Premier Ministre f?d?ral Miroljub Labus, et le camp nationaliste reconstitu? autour de l?actuel Pr?sident f?d?ral yougoslave, Vojislav Kostunica, qui a annonc? sa candidature ? la pr?sidence de la R?publique de Serbie. L?issue du scrutin aura des cons?quences d?terminantes sur les investissements ?trangers en Serbie et le rythme des r?formes, mais aussi sur l?attitude du pays dans les n?gociations avec le Mont?n?gro et dans la gestion du dossier du Kosovo. Plac? sous protectorat international depuis juin 1999, le Kosovo conna?t toujours de violents affrontements politiques. Les violences contre les minorit?s restent toujours tragiquement ? l?ordre du jour, tandis que de nouvelles tensions apparaissent entre une part de l?opinion albanaise et la communaut? internationale. L?arrestation d?anciens dirigeants de la gu?rilla de l?UCK, et la perspective d??ventuelles inculpations par le TPI, a mis le feu aux poudres, d?clenchant de violentes manifestations depuis le mois d?ao?t. La situation continue de surcro?t d??tre d?terminante pour la stabilit? des r?gions d?ancienne Yougoslavie comptant des populations albanaises, comme la Mac?doine. En Mac?doine, la poursuite du processus de paix enclench? par les accords d?Ohrid, en ao?t 2001, est enti?rement suspendue aux r?sultats des ?lections g?n?rales du 15 septembre. C?t? mac?donien, la bataille se jouera entre la droite nationaliste de la VMRO-DPMNE, au pouvoir depuis 1998, et l?opposition social-d?mocrate (SDSM). Dans le camp albanais, l?Union pour l?int?gration d?mocratique (BDI), la formation issue de la gu?rilla de l?UCK, va essayer de d?tr?ner le Parti d?mocratique albanais (PDSH) de sa position dominante au sein de la communaut?. Les rapports de force au sein des deux communaut?s nationales d?termineront les nouvelles alliances politiques, mais les ?lections se pr?parent dans un climat de plus en plus tendue : lundi 26 ao?t, deux policiers mac?doniens ont ainsi ?t? abattus aux abords de la ville de Gostivar. Quelques jours plus tard, des civils mac?doniens ?taient pris en otages. Les sondages semblent indiquer que les sociaux-d?mocrates mac?doniens sont assur?s de l?emporter, mais ? l?inverse, nul n?envisage que la VMRO ne tente pas tout pour essayer de sauver son pouvoir. Dans le camp albanais, les rivalit?s politiques se doublent trop souvent d?enjeux ?conomiques et mafieux, qui font r?gner un climat de plus en plus d?l?t?re dans les grandes villes albanaises du pays, comme Tetovo. On pourrait poursuivre encore longtemps cette ?num?ration des foyers de crise, et Le Courrier des Balkans vous tiendra r?guli?rement inform?s des ?volutions politiques de tous les pays de la r?gion. Nous voulons aussi essayer d?amorcer des r?flexions globales sur le devenir des pays du sud-est de l?Europe. Assur?ment, si les bruits de bottes se font heureusement un peu plus discrets dans la r?gion, les probl?mes de fond de ces soci?t?s ne sont pas r?gl?s. Les probl?mes ?conomiques et sociaux se r?duisent encore souvent ? d?imm?diates questions de survie pour trop de citoyens des Balkans. Les d?bats suscit?s par la justice internationale touchent de mani?re directe aux relations que ces soci?t?s entretiennent avec leur pass? r?cent. Et ces d?bats sur la m?moire, qui ne font que s?amorcer, sont intrins?quement li?s au statut des minorit?s et ? la d?finition du contrat social ? la base de tous les Etats. Se pose aussi, en filigrane, les nouvelles questions li?es ? l?int?gration europ?enne des pays des Balkans. La guerre n?est peut-?tre plus ? l?ordre du jour, mais la ? normalisation ? de la situation politique, ?conomique et sociale de l?Europe du sud-est demeure un objectif. Avec des rubriques th?matiques plus d?velopp?es, notamment ax?es sur les questions sociales, environnementales et ?ducatives, avec des dossiers d?actualit? sur des th?mes comme l?int?gration europ?enne, le Courrier des Balkans essaiera de rendre compte des d?bats qui se font jour. Nous ne pensons vraiment pas que ? l?histoire soit termin?e ? dans les Balkans. Nous sommes au contraire convaincus que l?immense chantier de la d?mocratisation des soci?t?s de l?Europe du sud-est n?en est qu?? ses premiers balbutiements. Nous pensons donc que l?aide aux m?dias ind?pendants est toujours d?actualit?, et le Courrier des Balkans essaiera de remplir pleinement sa fonction de pont entre les Balkans et les pays francophones occidentaux Des initiatives nouvelles seront prises, aussi bien dans les Balkans qu?en France, en Belgique et en Suisse, et nous vous tiendrons r?guli?rement inform?s de ces projets, tandis que le site conna?tra encore beaucoup d?enrichissements. Nous allons ?galement commencer ? traiter de mani?re plus r?guli?re de la Roumanie et de la Moldavie. Nous allons ?galement commencer une couverture de la Turquie, ce grand pays historiquement li?s aux Balkans et qui joue toujours un r?le crucial dans les ?volutions des pays de la r?gion. Le 3 ao?t dernier, la Turquie a franchi une ?tape essentielle dans son rapprochement avec l?Europe, en abolissant la peine de mort, et en l?galisant la langue kurde. Les ?lections pr?vues dans ce pays le 3 novembre prochain auront donc valeur de test sur ce choix courageux de r?formes radicales. Alors, chut !
