Dear colleague,

After the successful end of the Eleventh International Round Table "Custom 
and Law on the Balkans" (Blagoevgrad, 26.02-28.02.2002) the Managing Board 
of International University Seminar for Balkan Studies and Specialization 
come to the decision "Neighborhood and barriers. Experience of closeness on 
the Balkans" to be the topic of the Twelfth International Round Table.

We believe that you will be interested in the topic and you are welcomed to 
take part in the program. The conference will be held from 26.02.2003 until 
28.02.2003 in Blagoevgrad. We expect your application and a summary of your 
paper (2-3 pages) in English until 15.11.2002 at the latest. You will be 
informed if your paper is accepted until 15.12.2002. The summaries of the 
accepted papers will be brought to the interested persons’ notice during 
the conference days.

The participants should cover the travel and accommodation expenses. We 
could provide reservation at the hotels for 10-15 EURO per night. The 
participation fee of 20 EURO covers the social events and publishing of the 
presented papers.

The conference is part of one month event Winter Balkan Meetings –February 
2003 including also:

Bulgarian language course for foreigners

Historical anthropology course

Neighborhood and barriers

Experience of closeness on the Balkans

The experience of neighborhood and closeness has a centuries-long tradition 
on the Balkans. We would like to discuss its cultural and historical 
dimensions and everyday practices in order to find new opportunities and 
forms of dialogue.

The social relations of closeness and distance, the personal experience of 
belonging and being different will be the main topic of the conference. It 
will be discussed as a fundamental philosophical problem of "neighbor" as 
"a fellowman" and as a social phenomenon in its specific expressions: 
spatial, linguistic, judicial, cultural, and ideological.

Historical forms of co-existence of different societies and cultures – the 
ways of interaction and the limits of tolerance and recognition;

Everyday experience of neighborhood closeness and difference. Neighborhood 
as a co-existence in the big and the small towns, quarters and villages.

Neighborhood cultures: men and women, children and elderly people as 
neighbors;

Images of co-existence, cooperation and conflicts in the Balkan history 
textbooks and literature;

Historical forms of institutionalization of neighborhood and barriers: 
institutions of mutual aid and social care, conflict resolution and 
cooperation;

Non official cultures of distinction: experiencing marginality;

The tradition of neighborhood and the challenges of the new communication 
technologies and globalization.





Tenth International Historical Anthropology Course

(Blagoevgrad, 21. O2. 2003- 26. 02 2003)

The Anthropology course for students and Balkan studies researchers is 
organized by the International Balkan Seminar at South-Western University 
"Neophit Rilski" and Institute for Interdisciplinary Studies of Austrian 
Universities (IFF) – Klagenfurt, Vienna, Graz, Innsbruck organize.

The topic of the course is the same as the Round Table "Neighborhood and 
Barriers Experience of Closeness on the Balkans" The aim of the course is 
to get together students and researchers from Central and East-European 
countries interested in historical anthropological approaches to social and 
cultural developments, everyday experiences and communication on the Balkans.

The course includes:

Lectures;

Workshops;

Presentation of projects;

Anthropological trips.

Prominent Austrian will hold lecturers and Balkan anthropologists, 
historians, and sociologists Young researchers and students can present 
their projects concerning the topics of the course. Small workshop groups 
will be organized to discuss specific topic of the program.

The course is held from 21.02.2003 until 26.02.2003 in the town of 
Blagoevgrad. The languages of instruction are German and Bulgarian 
(translation will be provided). The deadline to send your application form 
and a short summary (2-3 pages) of your project if you intend to present 
one is 15.11.2002. Students and young researchers are welcomed to take part 
in the course as a listening member. Letters of admission will be send 
until 15.12.2002.

The participation fee is:

120 EUR0 for participants from Eastern Europe;

300 EURO for participants from Western Europe.

The participation fee covers lodging and board expenses, teaching materials 
and social events (cocktail and excursion to Rozhen monastery and Melnik)







Twelfth Bulgarian Language Course

(Blagoevgrad, 06.02 – 25.02. 2002)



International University Seminar for Balkan Studies and Specialization 
organizes Bulgarian Language Courses for beginners, intermediate and 
advanced students. Intensive language acquisition in small groups (maximum 
10 students) is offered. The courses are based on modern communicative 
teaching materials and methods. Along with the language training students 
have the possibility to get acquainted with Bulgarian culture and social 
life in the context of the Balkans.

The program of the course includes:

Bulgarian language course (4 hours per day);

Lectures and discussions of Bulgarian culture, history, social life and 
politics;

Bulgarian folklore studies – traditional song, rituals, and dances;

Individual consultations in Serbian, Croatian, and Albanian languages - on 
request (7 EURO per hour);

Trips to Rila monastery, Melnik and Rozhen monastery, and village of Dobarsko.

The deadline to submit your application is 20.12.2002. The participation 
fee is 380 EURO. It covers lodging and board expenses, teaching materials, 
and social events. You can pay it on the day of your arrival in 
Blagoevgrad.For students from Eastern Europe, IUSBSS will try to provide 
scholarships – one scholarship per country. The students who apply for 
scholarship are supposed to submit a letter of recommendation from 
prominent scholars in Balkan, Slavonic, and East-European studies.

Bulgarian language course students have the possibility to join the 
International Historical Anthropology course (21.02.2002-26.02.2002).
