Art. 1 - ISTITUTION
There is hereby instituted the 18th cycle of the Research Doctorates.
Admission conditions may be found on the Internet website: 
http://www.univ.trieste.it - on the main menu select borse di studio (study 
grants) and then post-laurea (post-graduate).(The Italian Ministry of 
University and Scientific and Technological Research collects the data 
regarding PhD calls for applications made by Italian Universities. The 
website of the Ministry is   http://www.miur.it , on the main menu select: 
universita’, then: offerta’ formativa, and finally: dottorato di ricerca).

For this course, indications follow regarding: name, reference disciplines 
(the relevant codes can be found in the MURST website, at the address: 
http://www.miur.it/atti/2000/dm001004_01.htm) ad prevailing reference 
discipline, the number of posts available, the number of study grants 
available to EU citizens and equivalent (non EU citizens legally resident 
in Italy at the time of the submission of the admission application), the 
sponsors, the outnumbered posts available to particular categories of 
candidates (holders of research grants working in the Department offering 
the course or in other Departments under the administrative centre or 
branch which may be involved in management, foreign candidates who have 
been assigned study grants by the italian ministry of Foreign Affairs,

FOREIGN LANGUAGE IN WHICH THE ORAL EXAMINATION WILL BE HELD: English
NOTES: The admission to the course is subject to one examination only. This 
examination is oral and will be held in English. English will be the 
official language of the research doctorate in “Transborder Policies for 
Daily Life”.
COURSE OBJECTIVES:      The acceleration of the building of Europe has led 
progressively to the need for trained professionals competent in the 
management of border problems and with a specialised post-graduate 
qualification in sectors in which there is an increasing demand for 
detailed knowledge of the European Union. The establishment of 
post-graduate courses for the training of international professionals will 
meet these needs by providing participants with intensive study and 
professional training in an innovative atmosphere.
The specific aims of the post-graduate course are to qualify participants 
for positions of major responsibility at various institutional levels and 
posts as high-ranking officials in institutions of government, research and 
education; to train participants in meeting the challenges of regional and 
cross-border European integration and international relations in a 
profoundly changed international context; to provide a profound knowledge 
of the principal European institutions and their legal, economic and 
political interactions; to enable participants to analyse the current state 
of affairs and develop solutions to the problems that have to be tackled in 
the institutional modernisation of the EU and the process of regional and 
cross-border European integration; to provide a wider view of European 
processes with special emphasis on regional questions and cross-border 
policies bound up with the cohesion and integration of border areas, 
including the political, economic, social and cultural spheres.
The individuals thus trained to expert level will be able to take on 
positions of responsibility and leadership in today’s global environment, 
especially in the ever-expanding context of cross-border and international 
relations, contributing to the strengthening of democracy, the rule of law 
and the market economy (with particular reference to the countries of 
Central and Eastern Europe).
Art. 2 - ADMISSION REQUIREMENTS
Applications for admission to the Doctorate course may be submitted, with 
no limits on age or nationality, by anybody possessed of a University 
degree obtained in Italy or an equivalent qualification obtained in a 
foreign university and recognised by the academic authorities, such 
recognition including inter-university agreements for cooperation and 
mobility.
Candidates are required to be in possession of a degree certificate or 
declaration of equivalence at the time limit corresponding to the date 
fixed for the oral examination (November 25th 2002).
  Candidates in the process of obtaining their degrees may be admitted to 
the course subject to the actual award of those degrees. Failure to obtain 
the degrees within the time limit corresponding to the date fixed for the 
oral examination will result in exclusion from the course.
Qualifications whose equivalence has not already been recognised will be 
examined by a Commission (proposed by the Scientific Committee of the 
Consortium and appointed by the Rector) which will pronounce upon their 
equivalence for the sole purpose of admission to the course. In such cases 
candidates shall enclose with their applications the documents (at least a 
degree certificate with a list of examinations sat and a declaration of the 
status of the qualification) required to enable the Committee to declare 
its satisfaction of equivalence, translated and legally authenticated by 
the official Italian representatives in the country of origin in accordance 
with the rules governing the admission of foreign students to degree course 
in Italian universities. In cases of requests for recognition of 
equivalance, the foreign qualification must have been obtained no later 
than the date by which admission applications are to be submitted (October 
21st 2002). For the conditions of submission of applications, see Art. 4 
below on foreign students in possession of foreign qualifications.
Art. 3 - APPLICATIONS FOR ADMISSION
Applications for admission, presented on normal paper (given an official 
status by the affixing of a legal stamp marca da bollo- costing 10,33 Euro) 
and addressed to the Magnifico Rettore dell’Università degli Studi di 
Trieste in accordance with the model attached to the present document, of 
which it forms an integral part (applications not bearing all the 
information required will not be considered), must be received by the Joint 
Secretariat for Graduates and Research Doctorates (Ripartizione Segreterie 
Laureati-Segreteria dottorati di ricerca) by October 21st 2002 in one of 
the following ways (no other way is acceptable):
- delivery by hand to the Research Doctorate Secretariat (Segreteria 
dottorati di ricerca dell’Università degli Studi di Trieste - the office 
will issue a receipt) on the second floor of the Central University 
Building at P.le Europa, 1-TRIESTE (tel. 040/676.3182 e-mail: 
dottorati at amm.univ.trieste.it). The office has the following opening hours: 
3.15 to 4.15 p.m. Mondays and Thursdays, 9.00 to 11.00 a.m. Tuesdays and 
Fridays. Access to the office is by means of numbered tickets distributed 
by machines on the ground floor of the central building. Tickets become 
available for distribution 30 minutes before the office opens and cease to 
be distributed 30 minutes before it closes. Please note that on November 
3rd (local holiday) the Secretariat is closed;
- by registered post (with proof of receipt) sent to the following address 
Università degli Studi di Trieste - Ripartizione Segreterie 
Laureati-Segreteria dottorati di ricerca - P.le Europa,1 - 34127-TRIESTE. 
The envelope should bear the following words: "Domanda di partecipazione al 
corso di Dottorato di Ricerca in ‘Transborder policies for daily life - 
Politiche transfrontaliere per la vita quotidiana’ ”;
candidates in possession of an Italian qualification may also apply as follows:
- by October 21st 2002 (until midnight), by fax to the following number: 
040/558.3100 (a standard fax transmission report bearing this number will 
constitute a receipt). Before October 30th 2002 ultimately, the 
applications for admission already sent via telefax shall have reached the 
Secretariat in the original version, at risk of exclusion.
N.B. In the case of applications received after October 21st 2002, even 
those sent by that date, the date of the postmark stamped by the receiving 
post office will not be taken into consideration. Similarly, no 
consideration will be given to any applications sent or received prior to 
the publication of the conditions of application in the Italian Gazzetta 
Ufficiale.
Applications addressed to the other teaching centers will not be considered.

Candidates wishing to participate in the selection for the additional 
places must be able to satisfy the requirements for the ”titolare di borsa 
di studio del MAE” (MAE study grant holder) by the date of the interview 
(November 25th 2002).
In their applications, written in the Italian language, candidates shall 
declare, on their own responsibility:
-      surname and Christian name(s), date and place of birth, nationality (in 
cases of dual nationality, one of which is Italian, for the purposes of the 
course candidates are to declare Italian nationality), place of residence, 
address chosen for the purposes of admission to the course (this must be in 
Italy), telephone number, e-mail (if any);
-      the exact name of the research doctorate they apply for;
-      the degree possessed or that will have been obtained by the time limit 
laid down in Art. 2 above (in the event of failure to obtain the degree by 
that date candidates shall consider themselves devoid of any right to enter 
the Doctorate course), specifying the date of award and the University at 
which it was or will be awarded, or the academic qualification obtained at 
a foreign university. In the case of foreign qualifications already 
enjoying officially recognised equivalence, candidates shall supply the 
details of the provision establishing said equivalence. In the case of 
foreign qualifications not enjoying officially recognised equivalence, 
candidates shall apply (by marking the appropriate box) to the Scientific 
Committee under Art. 2 above for the declaration of equivalence for the 
sole purposes of entry to the Doctorate course;
-      in cases where admission has been applied for in the absence of the 
required qualification but on the assumption that it will be obtained by 
the time limit laid down in Art. 2 above, that they will deliver, by the 
time limit fixed in the 5th day after the oral examination, a declaration 
that the qualification has been obtained (possibly by fax, to the number 
040/558.3100), including a photocopy of a document of identity (front and 
back);
-      that they will attend the Doctorate course and carry out study and 
research activity on a continuous basis within the structures designed for 
that purpose in accordance with the methods that will be established by the 
teaching staff and tutors and approved according to a pre-established plan;
-      that they have a satisfactory knowledge of the Italian language (for 
foreigners only). Applicants to the research doctorate in Transborder 
Policies for Daily Life must also have a good knowledge of the English 
language;
-      any other foreign language known. Applicants to the research doctorate in 
Transborder Policies for Daily Life must have a good knowledge of the 
English language;
-      that they will immediately notify the University of any change of 
residence or of the address chosen for the purposes of admission to the 
course.
Foreign citizens legally resident in Italy shall accompany their 
applications for admission with a copy of a valid residence permit 
(permesso di soggiorno), for “non tourist” reasons.
Applicants with disabilities have to fill in the relevant box, attach a 
copy of a medical certificate and check out by calling the Secretariat, at 
least one week before the date of the examination, that the necessary 
measures have been taken.
As laid down in Art. 2 above, candidates in possession of a foreign 
academic qualification not officially recognised as equivalent to an 
Italian degree shall accompany their applications with a degree certificate 
and a list of exams sat, translated and authenticated, and a declaration of 
the status of the qualification.
By and no later than October 30th 2002, all candidates are required to 
present a receipt for the payment of 26 Euros, as a contribution to the 
costs of processing applications, to be made in Post Office by means of a 
postal payment form (bollettino di c/c postale) available at the 
Secretariat. The receipt for this payment may be sent by fax (for which the 
despatch slip showing the fax telephone number indicated here will act as a 
receipt). Candidates sending their applications via post or fax will be 
sent the above mentioned postal payment form by the Secretariat to the 
address in Italy chosen for the purposes of this competition (the late 
reception of the postal payment form will not be a valid justification not 
to abide by the deadline of October 30th for the payment of the sum and the 
delivery of the receipt). Candidates applying for admission through Italian 
Consular representatives shall effect payment and present the receipt for 
it by the date fixed for registration.
The Secretariat of Research Doctorates will send the postal payment form to 
the Italian addresses that candidates choose for the purposes of this 
competition.  Candidates may call the Secretariat and ask to receive the 
form by post. At any rate, the Secretariat will not keep a record of such 
received requests. Therefore the Administration has no responsibility in 
case a candidate does not receive any postal payment form or receives more 
than one postal payment form. On tha back side of the postal payment form 
the candidates must clearly write the name of the research doctorate. In 
case the candidates send this receipt or any other document by fax, the 
exact name of the research doctorate they apply for must be written on the 
cover sheet of the fax, along with the personal data of the applicants.
Sums paid in the above manner shall not be refundable unless more than one 
such payment has been made in error.
Candidates failing to present the above-mentioned receipt by the 
established date will be admitted for selection “with reservations”.
Such reservations will be waived upon presentation and delivery to the 
Examining Board at the interview of the receipt for the payment made no 
later than October 30th 2002 (or, only for those applying through Consular 
Representatives, by the date of registration). The Examining Board or 
Doctorate Secretariat, whichever is applicable, will keep such receipts and 
attach them to the admission report or doctorate student file respectively.
Candidates failing to provide proof that the contribution has been paid 
within the time limit will be excluded from the course.
Candidates shall accompany their admission applications with a 
front-and-back photocopy of a document proving their identity.
The University administration can accept no responsibility for any loss or 
failure of communications arising from inaccurate indications of residence 
or address given by candidates, or from the late notification or failure to 
notify changes of residence or address, or from postal or telephone 
problems not attributable to the administration.
Art. 4 - FOREIGN STUDENTS POSSESSING FOREIGN ACADEMIC QUALIFICATIONS
Non-EU candidates not officially residing in Italy shall transmit their 
applications, accompanied by the documents specified in Arts. 2 and 3 
above, through the Italian Consular representatives in their respective 
countries, also in case of applicants possessed of academic degrees awarded 
in Italy or of academic degrees already declare equivalent to Italian degrees.
The relevant documentation, completed by the Consular officials, must be 
received by the Secretariat within the time limit set for the presentation 
of admission applications (October 21st 2002).
Non-EU candidates officially residing in Italy and EU citizens in Italy 
shall submit their applications in the way and within the time limit laid 
down in Arts. 2 and 3 above. Residence permits must be valid on the date of 
presentation of admission applications.
EU candidates can submit the admission application directly, with the 
necessary documentation enclosed. EU candidates are no longer required to 
enclose a copy of the permit to stay (permesso di soggiorno).
Foreign citizens unable to present original documents, completed by 
Consular officials, by the date established may by the same date (October 
21st 2002) deliver (or send, including by fax) a copy of the incomplete 
documentation accompanied by a declaration from the Consular authorities 
that they have been asked by the candidate to complete the documentation. 
With no prejudice to the positive evaluation of the competent Board on the 
equivalence of the degree, the candidates will be admitted to the oral 
examination “with reservation”.
The reservation will be waived upon delivery of the original documentation 
to the Offices by and no later than the date fixed for the exam interview 
(Novembre 25th 2002). Failure to effect such delivery will result in exclusion.

Art. 5 - ADMISSION INTERVIEW (ORAL EXAMINATION)
The oral examination aims to assess the research attitude of the candidate, 
and his/her basic preparation.
The examination will be in English.
The pass mark for the interview is 42 out of 60.
Candidates may accompany their admission applications with further academic 
qualifications and publications. These will not be assigned a points value, 
but may be used by the Examining Board as a subject for discussion by which 
to assess a candidate’s aptitude for research. Such qualifications and 
publications as are presented must be accompanied by a list signed by the 
candidate. After 60 days have elapsed from the completion of the admission 
process, candidates may take back the above documents presented. After 90 
days have elapsed from the completion of the admission process such 
documents will be placed in the archives.
Foreign applicants must also have a satisfactory knowledge of the Italian 
language.
The date of the oral examination is specified in Art. 1 above.
To participate in the oral examination, candidates shall present one of the 
following documents as proof of identity, together with a receipt for the 
delivery of their admission application (see Art. 3 above), and with the 
receipt of the payment of 26,00 Euro fee, for those candidates admitted 
with reservation:
a) identity card;
b) passport;
c) driving licence;
d) sailing licence;
e) pension book;
f) permit for the operation of heating systems;
g) firearms licence;
h) public administration identity card bearing a photograph and official 
stamp or equivalent marking.
Art. 6 - EXAMINING BOARD
An Examining Board is appointed for the comparative assessment of the 
candidates. It will be appointed by the Rector upon the proposal of the 
Consortium. It will be composed of three members of the teaching staff 
(established lecturers or researchers), to whom may be added no more than 
two experts, possibly foreign, chosen from public and private research 
bodies. The appointment of these experts is compulsory in case of 
agreements with small and medium enterprises.
At the end of each sitting of the oral examination the Examining Board 
shall compile a list of the candidates examined with the mark given to each 
one.
The list, signed by the Chairman and Secretary of the Examining Board, 
shall be posted on view at the place and on the day of the examination. On 
completion of the examination, the Board shall draw up an overall 
classification of the candidates.
In cases of equal marks, priority shall be assigned according to the 
economic situation under the D.P.C.M. April 9th 2001, and subsequent 
modifications
The classification and the registration procedure will be made public 
exclusively by means of:
a notice posted on the Notice Board of the University Research Doctorate 
Secretariat on the second floor of the left wing of the Central University 
Building - P.le Europa, 1 - TRIESTE.
Winners only will receive a written communication (telegram) concerning the 
modality and deadline for registration.
Art. 7 - ADMISSION TO COURSES
The academic years of research doctorate courses coincide with calendar years.
The 18th cycle of doctorate courses will therefore start in the academic 
year 2002-2003. The academic year for the doctorate course is established 
in the regulations as January 1st 2003. The period elapsing between January 
1st 2003 and the actual beginning of the doctorate course shall be recouped 
in the first year of the course.
The admission of candidates to the course will be according to the 
classification order up to the maximum number of places available. Any 
candidate not taking up a place in the course assigned to him/her within a 
month after the beginning of the course will be replaced, subject to the 
assessment of members of the teaching staff, by another candidate, 
according to the order of classification.
Public employees admitted to research doctorate courses are granted, on 
request, special unpaid leave of absence from work for reasons of study and 
may be entitled to a study grant. For the purposes of career progression, 
severance pay and pension contributions, special leave of absence is 
calculated as time spent at work.
Art. 8 - REGISTRATION
Candidates admitted to the course are to present or send by post to the 
University Research Doctorate Secretariat (if sent by post the 
documentation is to be addressed to: Università degli Studi di Trieste - 
Ripartizione Segreterie Laureati - Segreteria dottorati di ricerca - P.le 
Europa,1 - 34127-TRIESTE, and the envelope must bear the following 
wording:  "Domanda di immatricolazione al corso di Dottorato di Ricerca”), 
within the time limit that will be communicated to the winners by telegram, 
the following documentation:
- application for registration in the first year of the doctorate course, 
made out on the form available from the Research Doctorate Secretariat (the 
form will also be available on the University website: http://www.units.it 
- from the main menu select: borse di studio, then: borse scadute, then 
XVII ciclo Dottorato di Ricerca in “Transborder policies for daily 
life”,  at the bottom of the page there will be the “modulo di 
immatricolazione”), and given official status by the affixing of a legal 
stamp (marca da bollo) costing 10,33 Euro;
- a front-and-back photocopy of a valid identity document;
-    a photocopy of the fiscal code card;
-   Non-EU citizens are required to hold a valid residence permit issued 
for “non-tourist” purposes (a true copy of the document must be attached; 
should the application be presented in person, the copy will be made by the 
clerk appointed to take delivery of the document on presentation of the 
original).
Note: the registration model shall report fully in detail all the 
documents/statements necessary to the completion of the registration.
No consideration will be given to registration applications received after 
the above-mentioned time limit. The date of the postmark stamped by the 
post office receiving a mailed application does not count for the purposes 
of receipt of the application.
To observe the time limit, candidates may send by fax advance copies of 
their applications, which will be accepted “with reservations”. The 
reservations will be waived upon presentation to the Secretariat, within no 
more than three days (no account will be taken of the postmark of anything 
sent by post), of the original documentation. Failure to do this will 
result in the annulment of any right to registration.
Registration may be frozen or attendance suspended for those who are in the 
position of:
- having to carry out military service or community service;
- expecting a baby or engaged in infant care;
- having a serious illness that requires suspension of attendance for more 
than one month;
- having serious family obligations requiring suspension of attendance for 
more than one month, subject to the assessment of members of the teaching 
staff.
      Such periods of suspended attendance will be made good according to 
solutions established by the teaching staff on a case-by-case basis.
      In completing the registration form successful candidates will declare that:
- they are not enrolled at any other university or institute of advanced 
studies with the exception of cases of officially agreed co-tutorship for 
theses with foreign universities, and that they are aware of the obligation 
to suspend attendance in any school of specialisation for the entire 
duration of the Doctorate course at the University of Trieste and that they 
may not enrol in any other university course during the same period (Only 
the simultaneous attendance of specialization courses or of 1st and 2nd 
level Master’s is permitted, notwithstanding the obligation to attend the 
research doctorate programme as decided by the Board of Professors);
- they undertake to attend the doctorate course and carry out research and 
study activities on a continuous basis within the facilities designed for 
such activities, in accordance with the procedures to be established by the 
staff with individual tutors and approved under a set plan. Research 
projects agreed with tutors will be subject to the approval of the teaching 
staff as a whole;
-      they are aware that the University may invoke regulations which govern 
the assignment of doctorate students to limited programmes of support, 
supplementary or practice teaching activities. Under no circumstances may 
such assignments be allowed to compromise students’ research training. Such 
contributions to teaching are optional, unpaid and have no standing in 
terms of rights to access to university employment.

      Research activities may not be begun before the teaching staff establishes 
the date on which the course will effectively start. Certificates of 
enrolment may be issued from the date on which the course effectively starts.
The normal time limit for registration for course years after the first 
year is January 31st. The latest possible date is February 28th. 
Registration after the former and before the latter date will entail 
payment of a surcharge for arrears.

Art. 9 - REPLACEMENTS
Any candidates who have not completed all the official registration 
procedures by the time limit laid down in Art. 8 above will be considered 
as having relinquished their place on the course. Any candidates found to 
have made untruthful statements will be declared to have forfeited their 
right to admission. Any places on the course made vacant by either of the 
above eventualities will be assigned to other applicants in accordance with 
the classification order. Those candidate entitled to the replacement will 
be contacted.
Any of the additional “MAE study grant holder” places remaining vacant in 
the month following the date on which the course actually begins may be 
taken up by candidates who have been awarded an MAE grant after the date of 
the entrance examination.

Art. - 10  GRANTS   MOBILITY
Study grants, the number of which is indicated in Art. 1 above, are awarded 
by the teaching staff according to the order specified in the 
classifications formulated by the Examining Boards.
Study grants are awarded on the basis of assessment of comparative merit 
and according to the order established in the relevant classification. In 
the event of equal merit, the award is made according to an assessment of 
candidates’ financial situations as defined by the Ministerial Decree of 
April 9th 2001 and subsequent modifications and additions, which supersedes 
the Decree of April 30th 1997.

Any decision by candidates to relinquish the study grant (to which they may 
be entitled) at the time of registration is irrevocable for the entire 
duration of the doctorate course.
The sum provided annually under the study grant for the academic year 
2002-2003 (calendar year 2003) and the following years is 10,561.54 Euros. 
This sum is subject to Italian Social Security (INPS) contributions under 
the regulations in force.
Doctorate study grants may not be held together with any other study grant 
except those awarded by Italian or foreign institutions for the express 
purpose of assisting research doctorate studies abroad.
The sum provided under the study grant will be increased by 50% in the 
event and for the period of any time spent abroad in institutions not 
belonging to the founding Consortium.
Under no circumstances may any activity in the doctorate course spent in 
institutions outside the University or other associated centres constitute 
more than half of the total length of the doctorate course.
Authorisation to study in Italian or foreign institutes not belonging to 
such associated doctorate centres for uninterrupted periods of more than 
six months (or an initially shorter period extended to such length) will be 
decided upon by the teaching staff. For periods of less than six months 
authorisation may be granted directly by the Coordinator.
The indication in Art. 1 regarding the number of months of the average 
attendance abroad implies no obligation whatsoever on the part of the 
teaching staff to guarantee a period of attendance abroad.
Criteria for access to refunds of travelling expenses incurred during 
doctorate research work will be established by special regulations.
Payment of the study grant will be made at the end of every two-month period.
No candidate who has already received a study grant for a doctorate course 
may do so a second time.
In cases of suspension of more than 30 days or exclusion from the course, 
the study grant will no longer be payable.
As an alternative to standard study grants, students admitted to the 
doctorate course may be eligible for study grants awarded on the basis of 
funding and awards from the European Union or other international bodies, 
or awarded directly by such bodies.

Art.11 - ACCESS AND ATTENDANCE FEES
Doctorate students are required to pay access and attendance fees of 270,00 
Euro and an additional contribution of 92,96 Euro to the Friuli-Venezia 
Giulia Regional Administration (under Law No. 549/95 and subsequent 
modifications and supplements). The 92,96 Euro contribution to the 
Friuli-Venezia Giulia Regional Administration is not reducible.
The entire amount of 382,96 Euro shall be paid in the form of a single 
payment on a post office form which will be sent to students’ domiciles. 
The ultimate deadline for paying the abovementioned fees is May 31st, for 
each year. In case of overdue payment, there will be an interest to add.
The amount payable will be subject to income criteria established on the 
basis of the family “economic condition indicator” (ECI), an equivalent 
income calculated under the D.P.C.M. of April 9th  2001 and subsequent 
modifications.
The candidate may obtain tax exemption depending on the family’s economic 
situation.
The ECI income threshold is fixed at an annual figure of Euro 16.432,00 (if 
the family consists of one person only) or at an annual figure of Euro 
33.521,28 (if the family consists of three persons). The definition of 
“family” is contained in the “manifesto per le tasse, contributi ed esoneri 
dell’Università degli Studi di Trieste” and in the attached “Allegato 
calcolo ISEE”. The two documents are available on line at the web address 
http://www.units.it/studenti/segrstud/, (choose “modulistaica, Tasse e Part 
time”.
In the case the resulting amount is between Euro 0,00 and Euro 7.749,99, 
that is Band A; between Euro 7.750,00 and Euro 18.074,99, that is Band B; 
from Euro 18.075,00 to Euro 33.521,27, that is Band C, the reductions are 
calculated as follows:
- BAND A:  a reduction of Euro 2,50 for every 500,00 Euro or part of this 
value of income equivalent under Euro 33.521,28;
- BAND B: a reduction of Euro 2,35 for every 500,00 Euro or part of this 
value of income equivalent under Euro 33.521,28;
- BAND C: a reduction of Euro 2,19 for every 500,00 Euro or part of this 
value of income equivalent under Euro 33.521,28;
Applications for such fee reductions may be made on a form available at the 
Assistance Office of ERDISU - Salita Monte Valerio, 3 - tel. 040/3595204, 
and delivered to the same office within the time limit for student 
registration.
For the following years the application for exemption shall be submitted by 
the date fixed for registration.
Applications may also be sent to the office by registered letter with proof 
of receipt. In this case the date of acceptance will be considered as that 
of the postmark stamped by the post office at which the letter is sent.
The winners of the study grant are exempted  beforehand from paying the 
fees for access and attendance.
Students with a certified disability of 66% or more will be exonerated from 
the payment of the above fees, irrespective of income and rights to the 
study grant. To this end they shall present a statement certifying their 
disability on the appropriate form - available at the ERDISU Office - by 
the time limit set for registration.
Art. 12 - STUDENTS’ RIGHTS AND OBLIGATIONS
Failure on the part of students to fulfil the obligations laid down for 
them will entail expulsion or suspension from the course. Decisions made to 
this effect will be taken by the teaching staff on the basis of a prior 
assessment of students’ attainment.
Students are required to attend the doctorate course and carry out research 
and study activities on a continuous basis within the facilities designed 
for such activities, in accordance with the procedures to be established by 
the staff with individual tutors and approved under a set plan.
Students are required to agree their research outlines with teachers and 
submit them for the approval of the teaching staff.
Students failing to attend the course for periods longer than one month 
without explanation, unless in the cases provided for, will be expelled 
from the course by a decision of the teaching staff.
At the end of each year the teaching staff shall draft a report on the 
activity of each student, on the basis of which he/she will be admitted (or 
not admitted) to the following year of the course or, in the case of the 
final year, to the final examination. A negative report entails expulsion 
from the course.
Students are entitled to:
-       to the study grant and to the reduction of the fees, where the 
conditions apply;
- insurance coverage deriving from their status as students enrolled at the 
University of Trieste;
- access to facilities and computer equipment under the research programme;
- representation within Departments, as laid down by the Regulations of the 
institutes in which the course is held;
- access to the University canteen;
- request the intervention of the teaching staff in cases of disagreements 
with individual tutors. Having heard both parties to the disagreement, the 
teaching staff will reach a reasoned decision to resolve it, assessing the 
advisability of replacing the tutor, where possible.
Art. 13 - AWARD OF THE QUALIFICATION
At the end of the course, trainees are required to pass a final examination 
in which they provide proof that they have obtained results of significant 
scientific value; this takes the form of a written dissertation or a 
graphic project. The results are assessed by an Examining Board.
For every doctorate course the Examining Boards are appointed in accordance 
with the University Regulations and the provisions of sub-paragraph 6, Art. 
6 of Ministerial Decree No. 224 of April 30th 1999.
Instructions for final doctorate examinations are published annually in an 
official University Notice.
Art. 14 - FURTHER REGULATIONS
Any matter not specifically referred to in this Notice is covered by the 
specific legislation on the subject and the Regulations of the University 
of Trieste on research doctorates.
