>1 Purpose of the position
>The HPM is responsible for the overall management,
>supervision and control of all project activities.
>This includes responsibility for all administrative

>HPM also provides technical input in specific
>programme activities, consistently with his/her

>2 Major duties and responsibilities
>Responsible for:
>§ Implementation of HNI’s project work plan for

>professionals, and the general public;
>§ Explore options for continuation of HNI activities.

>3 Main activities & tasks
>Some of the following tasks can be delegated to other
>team members, though final responsibility remains with
>the HPM.

>3.1 Programme support & implementation
>The HPM:
>§ Monitors the realisation of the project’s objectives
>and takes appropriate corrective measures in case of
>deviation to the goals.
>§ Attends meetings for co-ordination and the exchange
>of information with other organisations and/or
>authorities.
>3.2 Human Resources Management
>The HPM :
>§ Supervises project expatriate staff; conform with
>the HNI Conditions of Service.
>§ Provides clear and formal job descriptions for all
>personnel.
>§ Ensures that working conditions comply with the
>legal requirements applicable in the country.
>§ Defines HRM policies regarding the national staff
>(e.g. remuneration, holidays, evaluations, “hire &
>fire” procedures, etc.)
>§ Decides on local staff remuneration in harmony with
>local standards set by other NGOs and UN.
>§ Evaluates the job performance of all staff on a
>regular basis.
>§ Provides the necessary support and coaching to
>protect the well being of the team members.

>3.3 Logistical, administrative, financial and security
>matters
>The HPM:
>§ Designs procedures for control and monitoring of all
>logistical and communication resources and facilities.
>§ Supervises administrative staff in the development
>and maintenance of management systems regarding HRM,
>financial control, stock control, etc.
>§ Secures and maintains the required official
>registration of the organisation in the country.
>§ Has final responsibility for the timely delivery of
>financial reports.
>§ Bears final responsibility for the security of team
>members and of HNI’s assets and valuables.
>3.4 Reporting
>The HPM:
>§ Prepares and/or compiles all periodical narrative
>reports required by the donors and submits it
>beforehand to the OD for approval.
>§ Reports on a monthly basis (periodicity might be
>broadened in a later stage) to the OD under an
>appropriate format.
>§ If the circumstances require so (security incidents,
>tense situation, major events, etc.), reports to the
>OD on an ad hoc basis (daily or weekly situation
>report);
>§ Makes sure the data necessary for building up the
>financial reports and statements is timely delivered
>to Amsterdam.
>3.5 Representation tasks
>The HPM:
>§ Maintains contacts at national and district level
>with the government, health authorities, institutions,
>donors, NGOs (international & national) and other
>partners.
>§ Identifies any opportunities for HNI to work
>collaboratively on any research or survey, which
>relates to our current project, in consultation with
>OD.
>4 Profile
>§ University degree;
>§ Experience in a management position required,
>experience with project development preferred;
>§ Working experience in a NGO setting and preferably
>experience in Eastern Europe or developing countries;
>§ Team player and coach;
>§ Experience in public health and/or mental health
>preferred;
>§ Knowledge of training programmes and methods
>preferred;
>§ Excellent communication skills;
>§ Fluency in English, written and spoken.
