(Week in Review, Oct. 29): Vojislav Kostunica's election opens new possibilities for diplomatic resolution of the status of Kosovo. We may still see partition, independence or a form of autonomous self-government closely akin to independence. Resolution 1244, which provides authority for the United Nations mission in Kosovo, does not preclude these solutions. The resolution speaks of the "sovereignty and territorial integrity of the Federal Republic of Yugoslavia," but these words do not cement Kosovo under Belgrade's control. "Territorial integrity" requires states to actively observe international human rights standards. "Sovereignty" points to the prerogative of states to act, but only insofar as the state is in line with those standards. Will Mr. Kostunica observe international standards? Time will tell.
