The following is a letter I recently sent to the Nation, a weekly U.S.
news magazine. While I don't really expect them to
print it, I would appreciate any comments or critiques from your
organization. In solidarity, Jeff Armstrong

Having obliterated a significant portion of Yugoslavia’s landscape in
the name of liberating Kosova from Serbian occupation, NATO troops
apparently now seek to achieve what Slobodan Milosevic couldn’t—the
surrender of the KLA and the maintenance of Kosova as a Serbian
province. How else would one describe unilateral NATO plans to disarm
the victorious Kosova Liberation Army and embark on a seemingly
interminable occupation allowing the Kosovar Albanians an undefined
degree of autonomy within Serbia? The KLA agreed to the Rambouillet
proposal because it anticipated a referendum on independence after three
years, but Kosovars are now being told to accept subordinate
status—self-government, as opposed to self-determination--without their
consent. If you want to know how limited self-government works, just ask
a Native American, though a domestic version of the Rambouillet "accord"
would likely be a welcome improvement over the neocolonial rule which
prevails on indigenous reservations within the U.S.

A referendum on Kosova’s political status is out of the question for its
NATO saviors, since the Kosovars cannot be trusted to reverse their 1991
vote for an independent republic, which was approved by some 87% of
Kosova voters (though the minority Serbs presumably did not vote in
large numbers). Already, the U.S. media, in typically Orwellian
fashion, is preparing to recast Kosovar Albanians as future enemies and
Serbs as potential victims of their vengeance. Whatever one thought of
the NATO air war, the left should be able to unite against the
occupation of Kosova and in favor of its right to self-determination.
The only way NATO will be able to withdraw is by recognizing the
Republic of Kosova and leaving behind enough heavy weaponry for its army
to deter future Serbian attacks.

The fears expressed of the KLA by some on the left are difficult to
understand, beyond guilt by association. It must be recalled, however,
that the State Department initially described the KLA as terrorists
until U.S. cowardice forced the administration to find a suitable
alternative to NATO ground troops. Some have warned of Islamic
fundamentalist tendencies within the KLA, others have perceived fascists
and communists in its midst, while still others have been wary of the
organization’s lack of a distinct ideology. In fact, as the diversity of
concerns of its critics in itself indicates, the KLA is a broad-based
national resistance movement attempting to unite all sections of its
people in a democratic struggle against a truly genocidal Serbian
occupation.

Great website!

A shame that that mankind shows it's barbaric nature, and loses on both
sides of the war. I support a free Kosovo, but also hope that one day
Serbs & Albanians will live together. For my views on Milosevic,

Readily decommission weapons! with a great show to the world press,
demonstrating that the UCK is a responsible political organisation which has
a large body of support within the Kosovo population. It is important that
you find and demonstrate to the world media as many atrocities perpetrated
against your people by the Serbs. This is a major reason why in the long term
Kosovo cannot remain within the FRY. Push for early elections and get a large
mandate from your population, above all retain the sympathy of world opinion
and demonstrate that your Organisation is politically responsible and not a
terrorist organisation.

Just before the peace agreement CNN showed a story of an old man on a
bicycle as the last refuge over the border. Would it not be a good
thing if a lot of bicycles were available for the returning refugees?

These stories are, of course, horrific. They do seem to be buried in
the news, however. This is probably due to the inability to get
first-hand accounts from the victims. As an outsider, I cannot truly
understand the stigma attached to these women even though they are
blameless. It would seem to play right into the hands of the Serbs to
make these women no longer desirable, thus achieving long term genocidal
goals by eliminating them as potential partners and ultimately mothers.
Efforts should be made to instill an atmosphere of compassion amongst
the Muslim refugee population, particularly the males. That may be
impossible, but in the interim, the stories must be recorded. I would
suggest that audio cassette recorders be given to elder muslim women to
use to interview the victims. Recruitment of interviewees should be
done quietly, through word-of-mouth, and some kind of double-blind
numerical system should be established to both provide verification and
ensure the privacy of the victims so that the stories can be told.

Peace be with you. Muslim Aid Australia (MAA) is Australian humanitarian organisation, member of the Australian Council for Overseas Aid, which provides the overseas aid for needy people from 1989.

MAA launched Albanian Refugee Appeal in Aug 1998. We have shipped six containers loaded with the aid to Albania. The value of the aid sent to Kosova-Albanian refugees is close to $600,000.

Kosova-Albanian humanitarian organisation, Shoqata Humanitare, Ulpiana received two containers loaded with MAA’s aid in Tirana on 8 April 1999. The content of one container was loaded with more than 5,500 kg of winter clothes, shoes and blankets. The other container was loaded with more than 15,000 kg of Corned Beef. The aid was distributed to Kosova refugees.

Another 4 containers loaded with 7,620 blankets, hand made woolen wraps, 1000 pairs of pantihose/knit and more than 14,500 kg of canned Qurbani meat were shipped to Albania on 26 May 1999 and on 8 June 1999. Four 20-FT containers are our gift to Ulpiana

MAA allocated $50,000 for the refugee camp in Shkodre. At the moment we are considering possibility to buy one truck together with MA Germany. The truck would provide regular transportation of the aid from Germany to Albania.

I'm hoping that the US Army Post Offices will open one line at least
for Kosovars to be able to cash Postal Money Orders.

I was a Peace Corps Volunteer in Albania, and I found that the woman I
worked with there (who now works at the Prime Minister's Office) has six
Kosovar refugees living with her and her mother. I sent her a Postal
Money Order, and asked her to get a NATO officer to take it to the APO
and get it cashed.

POSTAL money orders are the safest way that Americans can send money to
their families and friends.

I hope this does not sound strange but I am looking for a woman to share
my life with. There are many personal ads and marriage services. I read
alot about the refugees and woman with children no fathers anymore. It
would be a very wonderful thing for me to not only find my true love,
but to be able to help someone by bringing them to the USA. I really
am a good person and just trying to find out how I can fulfill my own
dreams and at the same time give my love and share my life to someone

Gentlemen:

Allied needs to immediately force Russians out of Pristina airport by
placing U.S. Apache helicopters on runway, and bursting through roadblocks
with British Challenge I Tanks for a military standoff.

As soon as this is accomplished, Allied can order Russians out. Failure of
immediate action results in Serb/Russian partition and continued possibility
of Russian/U.S. confrontation on a global scale. Better to do it now than
wait until Russia has brought in its 10,000 troops and run amok with their
placement.

Military force and withdrawal of IMF funds need to be coordinated against
Yeltsin for this attempt by Russia to keep the Serbs in a position to engage
in subversion of Allied aims in Yugoslavia.

fanatisme.
I support NATO and I wish the authorities will permit a help of the UCK who
knows well the field.
As Hungarian in 1956 Kosovars are intitled to be free and Russian has no
business in Kosovo. Serbs and Russians are not strong enough to face the
civilised world. We will see them when they will try to have money enough

Dear Mr Blair,

The Nato bombing operation started as farce and is ending even worse. The
day began with KFOR being stopped and held up for 40 minutes at the border
by couple of Serbs soldiers, the question is why is Nato troops allowing
this. Gen Jackson in his recent statements has been threatening the KLA. The
goodwill that you have built by your resolve in confronting a brutal
dictator will evaporate very quickly if Nato (British) forces turn their
guns on the KLA. It is easy to bully the victim and talk tough to the only
force who had courage to stand and fight whilst the heavily armed Nato
troops stood by and colluded in ethnic cleansing. It is now allowing the
same thugs who caused such mayhem to escape justice. Why are these killers
not being questioned and arrested by Nato forces.

Milosevic with Russia’s help prevaricated during the “military/technical”
talks in order to give Russia time to re-deploy its forces from Bosnia. The
arrival of the advance elements of the Russian force, ahead of Nato troops
is seeking to leverage a separate zone in Pristina and Kosovo in which Serb
forces can, and will, remain both in and out of uniform. The fudge and
compromise that started at G8 summit is now, and will in coming weeks and
months, return to haunt G8’s decisions concerning the command and control
issues. The war has ended on Milosovic’s and not Nato’s terms. The fact is
Nato and G8 have throughout been negotiating directly with Milosevic through
Russia and you are entering Kosovo with his prior consent and not as it is
being made out a victory for Nato. We have seen ethnic cleansing by
appointment and now KFOR is entering by consent of Milosevic.

Yesterday Nato, true to its usual incompetent form, made another blunder in
not putting in a force on the ground and taking over Pristina airport, it
should have at same time taken steps to seal and control access points into
the city. This delay, we now know, took place on direct orders of Clinton
who wanted CNN media brigade to land and secure a beachhead ahead of the US
marines. Clinton wanted the right photo opportunity for domestic consumption
and hence the delay which played into Russian hands. It makes me wonder what
sort of clowns Western leaders are. This will create a defacto partition in
Kosovo and the Russian will also crave an ethnically pure Serb zone of
control in North of Kosovo and in part of Pristina in which no Kosovars will
return.

Nato did not win this war, Milosevic was the winner. He was able to fully
achieve his goals and objectives; namely the ethnic cleaning and destruction
of Kosovo. He did so with consent of US, Nato and Western European powers.

He was given “green light” to proceed with his vile actions by Nato placing
limitations on what it would not do i.e. put forces on the ground. If at the
outset Nato powers had not explicitly stated this but kept him guessing you
would have saved lot lives, which have needlessly, have been lost.

It did not take lot courage to bomb from 15/30,000 feet. Nato is most
powerful military alliance and yet it sat on the sidelines and presided on
murders, rapes and ethnic cleansing of an entire nation just because these
people are Muslims. Western European governments and US are just as guilty
as Milosevic.

This letter is not meant as a criticism of you or your team but for your
single-minded determination and resolve things would have turned out worse.
You gave leadership when Clinton, who should have, was unable to do so. The
only Western leader to come out of this sorry mess with his reputation
intact is you and your team; George Robertson, Robin Cook and Claire Short.
History will prove you were right and without your leadership the Nato
alliance would have fractured.

Kosovo must not be partitioned nor must Russians be allowed to play games.
You must put pressure on Clinton to stand firm and not give ground to
Russians in the present stand off. Nato must not give ground on a separate
sector or zone but integrate the Russian force into either the American or
the British zone. West has financial leverage (IMF funds) which it should
use with the Russians. If you stand firm they will “blink” if you give
ground they and (Milosevic) will be back for more.

Kosovars have been the victims of Serb brutality and one can understand
their pure joy to see the Nato (British Forces) entering the province as a
liberating force but Nato on the other hand is, as usual, bending over to
please the Serbs. The Russians will not be even-handed towards to Kosovars
and Nato forces must treat the victims as victims and not treat the killers
and victims same. I have just seen a BBC report where a British soldier in
Pristina is seen to turn and point his rifle on young children who cheering,
how stupid. If Nato (British) forces wants to keep their distance from the
Kosovars, then it must take immediate steps to create a local armed police
force who will give security to the local people.

The Ethnic Albanina are invoking what is called "road rage" by throwing
rocks and stones on the retreating vehicles and cars of the Serb army. I
am originally from India and support the Kosovar Albanians. In America,
people carrying concealed small arms, even with no criminal background,
shoot at people who come to smash the windows of their motor vehicles.
I fear tha young Serb soldier, inside a car or military vehicle might
start shooting at the Kosovar men, women and children, who start shrowing
rocks and stonnes on the windshields of vechcles and cars of retreating
Serb soldiers.
I have written to you before, a few months back, requesting that the
ethnic Albanians immediatelyh sign the treaty in
France. So , I request the public to stop throwing stones at the Serb
military vehicles, as the Serb soldiers have Kalashnikovs and guns.

KLA in Albania or kosova , or the United States. This war is not over, it's
just getting started and I think it's about time the people of Kosova get a
little real help for a change. I have a degree in Computer Information
Systems and I was trained to defend myself and I've done pretty good so
far..!! If i can get a hold a a real representative then i'll figure out how
to finace the trip to albainia even if i have to get some help from other
albainians.
I am not interested in money, I just want ot go to kosova and help
them get there country back online and if i have to defend kosova with my

endured one refugee here had his wife and five children executed in front of
him one decapitated,these are the actions of people out of control,the problem
is i've been following this conflict for a long time the KLA weren't saints
either.
Soon hundreds of thousands of your people will be back in Kosovo please don't
make revenge a primary issue,try war criminals yes,but vigilante groups no!
You must demonstrate to the world that it is beneath your dignity to behave
like your enemies.Im sure all people with any common sense just want to go
back and rebuild their lives being left alone.Dont become another northern
ireland there are bigger issues than Race,Real Estate and RELIGION,those you love and care about are the only things worth dying for.World peace rests on your
shoulders the world is a powderkeg at the moment dont be the spark that sets it off.

I have watched with heavy heart the scenes we have had on our TV screens for months now.

And with NATO troops now in Kosova my heart gets heavier. I don't trust our politicians and would caution you also not to trust them blindly.

Use your majority voice in Kosova, don't allow the KLA to be disarmed without securing some kind of participation role in security and government of Kosova. Be firm. This is maybe the best chance you have to break from Yugoslavia don't lose it. The Serbs have lost all rights they ever thought they had to Kosova by their behaviour and their crimes. This is your country now. Don't be intimitated or influenced by NATO the USA or anyone into accepting less than independence or the violence and the hatred will merely be postponed till next time. Milosevic has to loose Kosova completely or he will be back.

Many Americans understood after the Bosnian massacres that Kosovars should be
armed and allowed to defend themselves against the viciousness of the Serbs.
Much of what you have been through might have been avoided. Please don't
think badly of us for taking so long; I suppose it is the nature of our
democracy, the need to organize Europe, and our fear of broader conflicts in
a dangerous world.

Are there Serbian Kosovar houses and properties which can be seized to
compensate a little for what their assassins did? Also: are there any
Kosovar Serbs who tried to defend your people against the wishes of their
government, and whose lives and properties should be spared? You will make
even more friends in America if somehow you can retain some human compassion
(where it is deserved) in the difficult weeks ahead.

I hope that you and the other victims in Bosnia and Croatia, as well as,
presumeably, future victims in Montenegro and Macedonia, can prepare within a
year for coordinated military action against the Serbs. They have much to
answer for. All Serbs except those who have been executed for war crimes or
earned the right to be accepted by you should be made to go live in an
islolated and devasted Lesser Serbia.

Vengeance is a dish best served cold.

To whom it may concern,
I have seen the news and checked reports online since the NATO operation had begun checking to see how both sides viewed what was happening. It disturbs me to see how quickly those who return become so much like those leaving. If the KLA is to demilitarize I think it would be in the best interest of all concerned if KLA would work to protect the Serbian people who were your neighbors and should not be hurt or vandalized just because of their ethnicity and were not hurt by the racist current ruler of Serbia and his actions. Perhaps the KLA soldiers could work with the NATO troops as an interim police force to make sure all are treated fairly and not let anger for the actions of some be blamed on all just because of ancestry.

Hi, what are the main languages spoken in Kosovo (is it Albanian and Serbian)? Are they both based on the Latin Alphabet, or are certain dialects based on the Cyrillic alphabet?

In addition, where does your refugee database pull data from? That is a very neat feature, just wish I could use in in English....

Alb-Net Response: Albanian uses the Latin alphabet and is used by the Albanians who comprise 90% of the population of Kosova, whereas Serbs use the Cyrillic alphabet.

I would just like to express my admiration for the bravery of the people of
Kosovo. They never asked to be thrown from their homes, watch their mothers
and daughters be raped, and their fathers and sons killed. I cannot even
begin to imagine the horror they are going through, but I can pray for them,
which I do. Hopefully, their agony will end and they can live their lives
again.

An American who Supports the War

Well NATO has arrived and finally justice is done. I cant tell you how proud I am to be an American and to have helped the Kosovars. That small time Adolph Hitler, Slobidam Milosovic has been stopped and I only pray that he and his fellow henchmen are brought to trial for war crimes. I would greatly appreciate it if I could have a KLA military patch..

Dear Sirs:

The Kosovar Albanians have earned their right to independence.
Thousands of Albanians have been murdered by uncivilized Serbs. Rivers
of blood have soak the soil of Kosovo. Your land has become sacred.
You should think of building monuments on those mass graves so that
future generations of Albanians will never forget the horror of Serbian
barbarism.

However, do not expect the US or NATO or even UN to hand over
independence on a silver platter. You still have to work for it.

Now the Russians are in Kosovo. They will want their sector so that it
will be Russian and not Albanian. They are univited guests. They would
not even allow NATO to share it so that food and materiel that can by
planes there. Russians are brothers of Serbs. They have the same evil
in their heart.

Hashim Thacic is right in telling them to go home. Perhaps the
Albanians can demonstrate against the Russians in Pristina telling them
that they are not welcome. And if they will not leave, then KLA can
deal with them. They need to remember it can be their Afghanistan. If
you don't stop them, then they will state permanently in Kosovo.

KLA can demilitarize, but do not disarm. On the contrary, if the
Albanians were well armed then the Serb troops and criminal police would
not have the guts to commit all those atrocities.

If the Americans will not disarm for fear that someday their government

Just as the Allies destroyed a monstrous swastika in Berlin following World
War II, it is necessary to blow up the 13th Century monument relating to the
defeat of Serbs by the Turks. Orthodox churches and monasteries must be
reduced to rubble and bulldozed flat. The Orthodox Church itself is an
active enemy of the Kosovar people and its priests should receive no more
respect than the villainous butcher Slob Milosevic. Sparing them will come
back to haunt you. Leave not a vestige of Serb history or culture in Kosovo
for that retreating scum of the earth to return to. Consider Kosovo yours
(ethnic Albanian forever!), because you have paid for it with your
sacrifices, your homes, and your blood.
Remaining or lingering Serbies should be used as human mine detectors. Send
them into the villages and fields, and if they do not trip mines/booby traps,

their lives. Such devastation the Serbs have done to the people and
country. Can you tell me that since Milosovic has been charged with war
crimes, will he be arrested and put in jail until a trial? Can he be
arrested in Yugoslavia? And what about Arkan? Can't they arrest him
also? How can either one of them be allowed to roam freely without fear
of being captured?
Hope that the return to their homes in Kosovo will be the beginning of a

On the "News Hour" (PBS) today, after so many weeks of seeing such
hardship, suffering, and terror,, I have seen the images of Kosovar
Albanians in Prizen with smiles on their faces,,,joy and hope in their
expressions. For weeks I have watched this tragedy unfold, and it has
had a profound effect upon my heart. Some evenings I cried to see the
suffering. This evening,,, for the first time, I have cried tears of
joy!

I see hope for the Kosovar Albanians,, great hope, and even a chance for
the promise of ending the cycle of horror in the Balkans. If the people
of Kosovo can possibly find it in their tormented hearts and souls to
forgive their tormentors,, to see beyond the present horror and think of
the future for their children and grandchildren, then there is real hope
for future peace and prosperity. The future is at hand.

How can anyone expect a people that has suffered so terribly to find
forgiveness in their hearts? What could now be the point of forgiving
the Serb? The point is that forgiveness is so much more powerful than
the sword,,, it will heal the heart and soul of the wronged, and shame
the oppressor into considering their oppression.

I pray that the Kosovar Albanians will realize the power of forgiveness,
and not fall victim to becoming the hostage of revenge and
retaliation,,, to condemn their children to a cycle of violence and
horror.

I am an American citizen who sympathizes greatly with the Kosova people! I
and everyone I know support the cause for Kosova and will do anything to
help. I am glad that the majority of the people are returning, and I am
ever so sorry for the losses the people have endured. My thoughts and
prayers are with them and their families. A recent concern I have is the
return of the refugees. I know there are many who are outraged at the
atrocities of the Serb forces, believe us, we could understand the feelings.
What has bothered many of us here in America is the retaliation of these
certain groups who wish to exact revenge in some manner. A word of caution,
PLEASE DO NOT LET THIS CONTINUE. I do not wish to equate the Kosova
population with the Serbs who committed atrocities. Vandalizing churches
and synagogues is a great evil your people can do without. I wish to
continue supporting your causes for autonomy and eventually independence,
but I will not do so under these circumstances. I ask you, if you wish to
keep the support of the international community, don't drop down to the
level of the Serbs who act like animals. RESPECT one another and do what is

I have and will continue to vocally support you. What has been done in Kosova is unthinkable.
But I urge you to caution the KLA and citizens not to attack Serbian civilians and churches.
For one thing, they will be tracked down and prosecuted for doing this. NATO and the Hague Tribunal will look into all murders, house burnings, and religious building desecrations very even-handedly. I know the people of Kosova are justifiably very angry over what has been done to them, but revenge may lead to their own trial and imprisonment.

For another thing, people here in the U.S. are easily turned off. If they see the same kinds of things being done by Albanians and the KLA, the public opinion here could easily turn against continuing to help in Kosova. There are a LOT of right-wing politicians who take a delight in making problems for President Clinton. They would make use of a shift in public opinion to try to end our invovlvement in Kosova. I think his policies are wise and humantitarian, but I may be in the minority.
PLEASE pass the word on to your KLA leaders that this is a dangerous path to choose.
Also, please warn them to tell people not to move ANYTHING in the areas of Serb attrocities so the forensic scientists can gather evidence to get conviction of the criminals. I am deeply concerned about all your people and hope things will get better now that the Serbs have left/

Contrary to popular news events I believe the KLA was brave and
I support them. The serbs leave that country, not out of fear but out of

Kosovo Albanians must not let hate and revenge destroy the future of Kosovo. The majority of Kosovo civilian serbs, as well as civilian Kosovo Albanians, are victims of a lunatic Belgrade regime. Both sides have a claim to Kosovo and must learn to live together. I'm not an expert in Kosovo history, and I'm not even of European descent, but I see the consequences of the actions of a few that can turn people into savages. I just hope the Kosovo people can rise to a higher level than the Serbs have, and offer a hand of friendship to Serbs and other ethnic groups that live in Kosovo.
